Job Overview: The Media Section Manager will play a pivotal role in overseeing the Media Section within the OSCE Mission in Kosovo. This position requires a strategic leader who will be responsible for promoting and strengthening media pluralism and institutions, as well as ensuring freedom of the media in Kosovo. The successful candidate will manage a team of professionals, guiding them in the identification, design, implementation, and evaluation of media-related projects that align with the mission's strategies and OSCE regulations. The role demands excellent communication skills, both written and verbal, to provide insights and reports on media developments, and to advise senior management on best practices in media legislation. The candidate will also liaise with various stakeholders, including local and international organizations, to coordinate media initiatives and foster collaboration in the media sector. This position is crucial for enhancing the media landscape in Kosovo and ensuring that media institutions operate effectively and independently.
Duties and Responsibilities: The Media Section Manager will be tasked with a comprehensive set of responsibilities, including:
Managing the Media Section and supervising all staff members within the section.
Providing strategic direction for the Media Section's portfolio, focusing on promoting media pluralism and strengthening media institutions.
Overseeing the identification, design, implementation, and evaluation of media-related projects in accordance with departmental and mission strategies.
Coordinating the drafting of reports based on information from the section and the mission's regional centers.
Participating in policy-making processes within the department and section.
Maintaining communication with the OSCE Office of the Representative on Freedom of the Media and other relevant organizations.
Performing additional duties as assigned by the Director of the Democratization Department.
Required Qualifications: Candidates must possess an advanced degree in media studies, journalism, international relations, or a related field, or have professional certification in media technology, or equivalent professional experience. They should have a thorough understanding of international media standards and regulations, along with excellent oral and written communication skills in English. Strong analytical and interpersonal skills are also essential for this role. The candidate must demonstrate a commitment to working in a diverse environment and possess the ability to maintain impartiality and objectivity in their work.
Educational Background: The position requires an advanced university degree in a relevant field such as media studies, journalism, or international relations. A first-level university degree combined with additional qualifying experience may be accepted in lieu of the second-level degree. The educational background should ideally include coursework or training related to media development and freedom of expression.
Experience: Candidates should have a minimum of six years of relevant, diversified, and progressively responsible professional experience, including at least three years in a management role relevant to the position. Experience in coordinating media-related issues with international and local organizations is highly desirable. Previous operational or field experience in media affairs, particularly in transition countries, will be an advantage.
Languages: Professional fluency in English is mandatory for this position. Knowledge of local languages or the most common lingua franca in the mission area is considered desirable, as it can enhance communication and collaboration with local stakeholders.
Additional Notes: This position is classified as a middle management role within the OSCE Mission in Kosovo, with a contract type of international secondment. The successful candidate will be expected to work full-time and may be required to pass a driving test using a manual transmission vehicle within six months of assuming the post.
