Job Overview: The Senior Technical Officer for Supply Chain & Lab will play a crucial role in the implementation of essential HIV services in high-risk areas of the Democratic Republic of the Congo. This position is vital for ensuring that adults at risk, children, and people living with HIV receive the necessary support and treatment. The officer will be responsible for the rapid implementation of critical interventions aimed at improving access to HIV services, including community-based HIV testing, distribution of antiretroviral treatments, and strengthening laboratory capacities for viral load monitoring. The role requires a proactive approach to address the urgent needs of people living with HIV and to promote health equity and resilience in affected communities. The officer will work closely with local stakeholders to enhance diagnostic networks and ensure the quality of care provided by health partners.
Duties and Responsibilities: The Senior Technical Officer will be responsible for implementing technical assistance and strengthening diagnostic networks and facilities in accordance with national action plans and external evaluation reports. Key responsibilities include:
Implementing activities to improve the diagnostic network, including capacity building for diagnostic components such as sample referral mechanisms, quality management systems, supply chain management, and standard operating procedures (SOPs).
Supporting national stakeholders in developing or updating strategic plans, SOPs, and policies for the national diagnostic network.
Providing technical support based on expertise in diagnostic system strengthening, current best practices, and established operational standards.
Enhancing the capacity of local stakeholders and diagnostic leaders to identify and oversee improvements in diagnostic networks.
Conducting assessments of diagnostic facilities and leading the follow-up on corrective actions and quality improvement initiatives.
Providing technical assistance and training to diagnostic facilities and the entire diagnostic network as part of global capacity-building programs.
Encouraging laboratories to prepare for accreditation through recognized local, regional, national, and international accreditation agencies.
Required Qualifications: Candidates must possess at least a bachelor's degree in biology, clinical diagnostics, or a related field, with a specialization in microbiology or public health. A minimum of five years of experience in diagnostic strengthening and capacity building is required. Candidates should have solid knowledge and experience in clinical diagnostics, diagnostic networks, and quality management systems. Additionally, expertise in HIV prevention, care, and treatment, particularly with vulnerable populations, is essential. A general understanding of the country's environment and its impact on the functioning of the diagnostic network is also necessary. Excellent organizational and analytical skills are required, along with fluency in French and a good command of English.
Educational Background: A minimum of a bachelor's degree in social sciences, community health, or a related field is required. Candidates should have a proven track record of at least five years in supporting or managing vulnerable populations and their families, with a focus on case management processes within a PEPFAR project. Experience working with the Ministry of Social Affairs and health zone central offices is preferred, along with a comprehensive understanding of national policies regarding HIV/AIDS and the care of vulnerable populations.
Experience: Candidates should have a minimum of five years of relevant experience in the field of HIV diagnostics and capacity building. Experience in working with vulnerable populations and understanding the dynamics of HIV care and treatment is crucial. Practical experience in diagnostic settings and familiarity with the operational aspects of health programs are highly valued.
Languages: Fluency in French is mandatory, with the ability to read, write, and speak proficiently. Advanced English language skills are preferred but not required.
