Job Overview:
The Governance Section Manager will play a pivotal role in providing strategic direction for the Governance Section within the OSCE Mission in Kosovo. This position requires a seasoned professional with extensive experience in governance and democratic development, particularly in transitional societies. The incumbent will be responsible for overseeing the identification, design, implementation, and evaluation of governance-related projects, ensuring alignment with departmental and mission strategies. The role demands strong analytical and organizational skills, as well as the ability to manage a diverse team effectively. The Governance Section Manager will also engage with various stakeholders, including local institutions and international agencies, to foster collaboration and enhance the functioning of democratic institutions at both central and local levels. This position is crucial for advancing the OSCE's objectives in promoting democratic governance and supporting the development of effective governance structures in Kosovo.

Duties and Responsibilities:
The Governance Section Manager will be responsible for a comprehensive set of duties, including:
  • Providing strategic direction for the Governance Section and ensuring alignment with the overall mission objectives.
  • Supervising all professional and support staff within the Governance Section, fostering a collaborative and productive work environment.
  • Identifying, designing, implementing, and evaluating governance projects in accordance with OSCE rules and regulations.
  • Coordinating the drafting of reports based on information provided by the section and the field, ensuring accuracy and relevance.
  • Analyzing and providing expertise on institutional development at central and local levels, particularly regarding Electoral Management Bodies.
  • Advising on departmental policies aimed at enhancing the functioning of democratic institutions.
  • Liaising with relevant international agencies and local institutions, including the Prime Minister's Office and Municipalities, to ensure effective collaboration.
  • Participating in policy-making processes within the department and representing the section in meetings, seminars, and conferences.
  • Performing any other duties as required to support the mission's objectives.

Required Qualifications:
Candidates must possess a second-level university degree or equivalent professional experience in political sciences, social sciences, international relations, public policy, law, or a related field. Additionally, candidates should have a minimum of six years of relevant, diversified, and progressively responsible professional experience, including at least three years at the management level. Strong analytical, organizational, and planning skills are essential, along with the ability to prioritize and handle multiple tasks under tight deadlines. Candidates must demonstrate excellent interpersonal, motivational, and communication skills, as well as strong drafting and presentation abilities. A valid automobile driving license and the ability to drive using manual transmission are also required.

Educational Background:
The position requires a Master's degree (second-level university degree) in a relevant field such as political sciences, social sciences, international relations, public policy, or law. Equivalent professional experience may also be considered in lieu of formal education. Candidates should have a solid understanding of democratic governance and institutional development, particularly in transitional contexts.

Experience:
Candidates must have a minimum of six years of relevant professional experience, with at least three years in a management role. Experience in development work with democratic institutions, particularly in transitional countries, is essential. Candidates should also have extensive experience in program and project design, management, and supervision, demonstrating progressively responsible management experience.

Languages:
Professional fluency in the English language is mandatory. Knowledge of the local language or most common lingua franca is desirable but not required. Candidates should possess strong communication skills to effectively engage with diverse stakeholders.

Additional Notes:
This position is classified as a middle management role within the OSCE Mission in Kosovo, with a contract type of international secondment.
