Job Overview:
The Technical Officer - Dangerous Goods position within the Air Navigation Bureau (ANB) of ICAO is crucial for ensuring the safe transport of dangerous goods by air. The incumbent will provide technical support in developing cargo safety provisions, contributing to the maintenance of technical instructions, and conducting necessary research to support amendments to dangerous goods regulations. This role involves coordinating the Dangerous Goods Panel (DGP), developing outreach materials, and facilitating training related to cargo safety. The officer will work closely with various stakeholders, including member states and international organizations, to promote a culture of safety and compliance in the transport of dangerous goods. The position requires a proactive approach to problem-solving and the ability to communicate complex technical information effectively to diverse audiences.

Duties and Responsibilities:
  • Provides technical support to the development of cargo safety provisions, including contributing to the development of Standards, Recommended Practices, and guidance material on the safe carriage of dangerous goods by air. This includes maintaining the biennial editions of relevant technical documents and conducting research to support amendments.
  • Coordinates the work of the Dangerous Goods Panel (DGP), which involves planning and organizing the DGP work programme, developing meeting documentation, and collaborating with expert groups on cargo safety matters.
  • Develops cargo safety outreach material and facilitates outreach activities, including preparing technical papers and presentations, and promoting ICAO's safety culture.
  • Oversees the development of dangerous goods training, contributing to course development, delivering training to member states, and analyzing testing methods to evaluate competency levels.
  • Performs other related duties as assigned, ensuring that all responsibilities are met in accordance with ICAO's standards and regulations.

Required Qualifications:
Candidates must possess an advanced-level university degree (Master’s degree or equivalent) in an aviation-related field or other scientific or technical discipline, management, or administration. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Essential qualifications include a minimum of five years of experience at the international level in the regulation of the safe transport of dangerous goods, along with experience in communicating technical information to diverse audiences. Desirable qualifications include experience in approving dangerous goods policies, managing safety risks, and organizing international meetings.

Educational Background:
The position requires an advanced-level university degree (Master’s degree or equivalent) in an aviation-related field or other scientific or technical discipline, management, or administration. A first-level university degree may be accepted in combination with additional qualifying experience, demonstrating flexibility in educational requirements while ensuring candidates have the necessary knowledge and skills.

Experience:
Candidates should have a minimum of five years of professional experience at the international level, specifically in the regulation of the safe transport of dangerous goods. This experience should include effective communication of technical information to a wide range of audiences, showcasing the ability to convey complex concepts clearly and concisely. Desirable experience includes managing safety risks associated with dangerous goods and developing training programs in this field.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. Additionally, a working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable, enhancing the candidate's ability to engage with a broader range of stakeholders.

Additional Notes:
This position is to be filled on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to various activities or offices within the organization. The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 6
  • The position offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). Remuneration for the P-3 level includes a net base salary of USD $70,212 per annum, plus a post adjustment of USD $26,400 per annum.
