Job Overview:
The National Professional Officer position is designed to support the health systems and wellbeing goals of the WHO by ensuring the effectiveness and impact of its activities. The role involves developing work plans, project proposals, and technical reports while ensuring adherence to regional and global policies, donor procedures, and guidelines. The officer will track implementation and activity cost changes, monitor expenditures, and ensure timely submissions of proposals to facilitate the release of funds. This position requires a proactive approach to managing WHO contracts and coordinating with various stakeholders to ensure the smooth operation of health systems projects.

Duties and Responsibilities:
  • Develop comprehensive project proposals, including workplans, Gantt Charts, logical frameworks, and monitoring and evaluation frameworks.
  • Track the status of health systems project proposals from drafting to final acceptance by donors.
  • Advise the health systems team on donor regulations and ensure timely proposal submissions.
  • Manage WHO contracts, including the preparation of terms of reference and follow up on contract accuracy and payments.
  • Monitor workplans with the National Health System Officer to ensure deliverables align with timelines and address inconsistencies.
  • Coordinate and implement workshops and support meeting preparations as needed.
  • Assist in coordination activities with partners, including writing meeting reports and preparing presentations.
  • Perform additional duties as assigned by supervisors.

Required Qualifications:
Essential qualifications include a university degree in business administration, management, public health, social sciences, or a related field. Desirable qualifications include training in project management. Candidates should possess excellent interpersonal skills, the ability to work under pressure, and the capacity to communicate effectively in writing. Knowledge of program management is also essential.

Educational Background:
Candidates must have a university degree in a relevant field such as business administration, management, public health, or social sciences. Additional training in project management is desirable but not mandatory.

Experience:
Candidates should have at least two years of relevant experience in public health and/or program planning and management. Experience working with the United Nations or similar organizations is considered an asset.

Languages:
Expert knowledge of English and Arabic is essential for this position. Proficiency in additional languages may be considered an advantage but is not mandatory.

Additional Notes:
This position is open only to Palestinian Nationals and Residents. The remuneration package includes an annual base salary starting at ILS 269,618, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
