Job Overview: The Senior Project Associate (Team Leader) will play a crucial role in the implementation and coordination of the Assisted Voluntary Return & Reintegration (AVRR) program in Turkey. This position involves overseeing the case management coordination for AVRR beneficiaries, ensuring that the services provided are in line with IOM standards and protocols. The Senior Project Associate will be responsible for planning, coordinating, and monitoring the activities of Project Associates (Case Workers) to ensure compliance with the Standard Operating Procedures (SoP) for AVRR. The role requires effective communication and collaboration with various stakeholders, including local authorities, partners, and other organizations, to enhance the referral and coordination protocols for AVRR beneficiaries. The Senior Project Associate will also be tasked with compiling and analyzing data related to AVRR case management, monitoring budget implementation, and drafting reports and correspondence on project issues. This position demands a proactive approach to problem-solving and the ability to work under pressure while maintaining attention to detail.
Duties and Responsibilities:
Coordinate and implement AVRR case management activities, ensuring adherence to IOM standards and SoP.
Supervise and support Project Associates (Case Workers) in their daily tasks and ensure compliance with referral procedures for vulnerable migrants.
Compile, analyze, and present data on AVRR case management, identifying issues and recommending adjustments as necessary.
Monitor budget implementation and propose necessary adjustments in line with IOM policies and donor requirements.
Act as the focal point for administrative coordination of project implementation, liaising with various organizational units and external parties.
Draft status reports, correspondence, and other documentation related to project activities.
Organize and facilitate meetings, workshops, and training sessions, preparing materials and participating in capacity-building efforts.
Maintain effective communication and coordination with local authorities, partners, and stakeholders relevant to the project.
Monitor the work of implementing partners and report any non-compliance to the supervisor. 1
Provide inputs for the development of Standard Operating Procedures (SOP) and assist in the development of new projects. 1
Provide guidance and training to other staff members and may supervise other staff as assigned. 1
Perform other related duties as assigned by the supervisor.
Required Qualifications:
School diploma with six years of relevant experience; or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution with four years of relevant professional experience.
Experience in liaising with governmental authorities, national/international institutions, and NGOs.
Familiarity with case management environments and experience working with migrants, refugees, and vulnerable groups.
Knowledge of financial rules and regulations, social work theory, and evidence-based practices.
Strong analytical, interpersonal, and organizational skills, with the ability to maintain confidentiality when necessary.
Educational Background: Candidates must possess either a school diploma with six years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have a minimum of four years of relevant professional experience if they hold a Bachelor’s degree, or six years if they have a school diploma. Experience should include working with governmental authorities, international organizations, and NGOs, particularly in contexts involving migrants, refugees, and vulnerable populations. Familiarity with case management and experience in protection, counter-trafficking, and humanitarian affairs are highly desirable. Willingness and ability to travel are also required.
Languages: Fluency in Turkish and English is mandatory, both oral and written. Working knowledge of Arabic, Spanish, and French is advantageous. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Turkey will be considered. The appointment is contingent upon funding confirmation and the candidate's medical fitness for appointment. IOM has a zero-tolerance policy regarding conduct incompatible with its objectives, including discrimination and harassment. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
