Job Overview:
The Localization & Communication Specialist plays a crucial role in managing the localization and communication aspects of the DRC's country office portfolio in Venezuela. This position is vital for ensuring compliance with donor regulations and DRC's internal guidelines. The specialist will oversee the development of proposals, manage donor relationships, and ensure timely reporting. Additionally, the role involves creating communication products and managing social media content to enhance DRC's visibility and accountability to donors. The specialist will work closely with various stakeholders, including the Head of Programme, director" style="border-bottom: 1px dotted #007bff !important;">Country Director, and Senior Management Team, to align communication strategies with organizational goals and ensure effective representation of DRC's work in Venezuela.

Duties and Responsibilities:
The duties and responsibilities of the Localization & Communication Specialist include:
  • Daily management of localization and communication efforts, ensuring high-quality partnership management and communication strategies.
  • Coordination of meetings with partners to monitor progress and facilitate communication.
  • Leading project cycle management processes related to local partners and ensuring compliance with DRC's standard operating procedures.
  • Providing guidance and support to program staff on localization and communication issues.
  • Developing communication materials, including social media posts, success stories, and reports.
  • Ensuring compliance with donor branding guidelines and providing guidance to partners on visibility requirements.
  • Monitoring contractual obligations and ensuring timely reporting to donors.
  • Participating in training sessions for partners and staff on proposal development and reporting.
  • Collaborating with technical coordinators and field managers to gather input for proposals and ensure alignment with donor expectations. 1
  • Documenting lessons learned and best practices from localization initiatives and contributing to internal learning events.

Required Qualifications:
The required qualifications for the Localization & Communication Specialist position include:
  • Excellent communication and interpersonal skills, with the ability to build relationships with stakeholders.
  • At least 3 years of experience in localization and/or communication management, preferably in an international NGO or donor-funded organization.
  • Knowledge of multiple sectors, including protection, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, and livelihoods.
  • Proficiency in Microsoft Office and relevant software, including Adobe Suite and Mailchimp.
  • Solid experience in compiling documents for donor proposals and reports, with practical experience in working with various donors.
  • Knowledge of localization policies and best practices, as well as donor rules and regulations.
  • Ability to prioritize workloads and meet deadlines in a complex environment.
  • Commitment to humanitarian principles and DRC values.

Educational Background:
Candidates must possess a University Degree in Social Sciences, International Development, Communication, or relevant fields. This educational background is essential for understanding the complexities of humanitarian work and communication strategies.

Experience:
The position requires a minimum of 3 years of relevant experience in localization and communication management, ideally within an international NGO or a donor-funded organization. This experience should include working with various sectors and understanding the dynamics of humanitarian assistance.

Languages:
Fluency in both English and Spanish is essential for this role, encompassing speaking, writing, and reading skills. This bilingual proficiency is crucial for effective communication with diverse stakeholders and communities in Venezuela.

The position is based in Caracas, Venezuela, with a contract length of 6 months, renewable based on funding and performance. The salary is classified under Band G, and it is a national contract.
