Job Overview:
The position involves developing a comprehensive Big Data Maturity Matrix tailored to the specific context and needs of the Central Agency for Public Mobilization and Statistics (CAPMAS) in Egypt. The consultant will leverage insights from the UN Global Working Group's Big Data Maturity Matrix to assess CAPMAS's current capabilities and identify areas for improvement. The role requires the consultant to facilitate workshops, provide guidance on utilizing the Maturity Matrix for self-assessment, and prepare a final report summarizing the findings and recommendations. The consultant will work closely with CAPMAS staff to ensure the Maturity Matrix aligns with their strategic goals and enhances their capacity to utilize big data effectively.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Conducting a detailed review of CAPMAS’s existing documents and IT infrastructure, comparing them with the UN Global Working Group's Big Data Maturity Matrix.
  • Holding consultations with CAPMAS stakeholders to understand their needs and priorities.
  • Developing an inception report that outlines the proposed methodology and work plan.
  • Creating a comprehensive Big Data Maturity Matrix that includes dimensions such as strategy and governance, legal frameworks, data infrastructure, data management, analytics, human resources, and collaboration.
  • Defining clear maturity levels for each dimension, allowing for objective self-assessment.
  • Developing guidance materials for CAPMAS staff on using the Maturity Matrix effectively.
  • Designing and delivering a workshop or training session for CAPMAS staff.
  • Preparing a final report that includes a detailed description of the Maturity Matrix, guidance materials, and recommendations for CAPMAS.

Required Qualifications:
The ideal candidate should possess an advanced degree (master’s or PhD) in Statistics, Data Science, Information Technology, Public Policy, demography, or a related field. They should have a minimum of 5 years of proven experience in developing maturity models or strategic planning tools, particularly in data management or official statistics. A strong understanding of big data concepts and challenges in the public sector is essential, along with familiarity with international frameworks related to big data in official statistics. The candidate should also demonstrate excellent analytical, problem-solving, and communication skills, with experience in conducting workshops and training sessions.

Educational Background:
Candidates are required to have an advanced degree, such as a master's or PhD, in relevant fields such as Statistics, Data Science, Information Technology, Public Policy, or demography. This educational background is crucial for understanding the complexities of big data and its applications in official statistics.

Experience:
A minimum of 5 years of relevant experience is required, particularly in developing maturity models, assessment frameworks, or strategic planning tools. Experience should preferably be within the context of data management, information technology, or official statistics, demonstrating a strong grasp of big data concepts and their implications in the public sector.

Languages:
Fluency in English is mandatory, particularly for report writing and communication. Knowledge of Arabic is considered an advantage, as it may facilitate better communication with CAPMAS staff and stakeholders.

Additional Notes:
The consultancy is expected to last for approximately 7 months, with the work primarily conducted remotely. However, supervision may take place in Cairo. The consultant will report to the Population and Development Analyst at UNFPA and collaborate closely with designated CAPMAS staff. No travel is expected for this position.
