Job Overview: The Programme Analyst position at UN Women in Ukraine is pivotal for the effective management and implementation of gender equality and women's empowerment programs. The Programme Analyst will monitor results achieved during program implementation, ensuring adherence to systems and procedures, and will work closely with various stakeholders, including government officials, donors, and civil society. This position is crucial in supporting the Ukrainian government in its commitments to gender equality, particularly in the context of the ongoing crisis, which has exacerbated gender inequalities and vulnerabilities for women and girls. The Programme Analyst will contribute to the localization and implementation of national action plans related to gender equality, ensuring that humanitarian responses are gender-sensitive and that women and girls affected by the war receive adequate support.
Duties and Responsibilities:
Contribute technically to the development of program strategies in gender-responsive governance at regional and local levels.
Provide substantive inputs to the design and formulation of program/project proposals and initiatives, identifying areas for support and intervention.
Offer technical support for the implementation and management of gender-responsive governance programs, including leading the implementation of program activities and coordinating calls for proposals.
Provide technical assistance and capacity development to project/program partners, maintaining relationships with national partners and facilitating training as needed.
Monitor progress of program implementation using results-based management tools, drafting reports on monitoring missions and program results.
Manage the financial aspects of the gender-responsive governance program, including budget monitoring and revisions.
Support inter-agency coordination on gender-responsive governance, providing technical support to senior management.
Contribute to advocacy, knowledge building, and communication efforts related to gender-responsive governance.
Required Qualifications: Candidates must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/program management certification is considered an advantage. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, along with a good knowledge of results-based management and gender-responsive governance.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as social sciences, human rights, gender studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/program management certification would enhance a candidate's profile.
Experience: At least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, and donor reporting is required. Experience in human rights, gender equality, and women's empowerment initiatives is an asset. Candidates should also have experience in gender-responsive governance for regional and local development, as well as in liaising with government agencies and donors. Proficiency in using office software and web-based management systems is essential.
Languages: Fluency in English and Ukrainian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would be considered an asset.
Additional Notes: The position is based in Kyiv, Ukraine, and is likely to be full-time. The role involves leading a team of at least three affiliate personnel, including national consultants.
