Job Overview: The Consultant on Data & Analytics Capacity Building will play a crucial role in supporting the planning and implementation of training activities aimed at enhancing local capacities in qualitative data collection and analysis. This position is vital in the context of Ukraine's ongoing socio-economic recovery and decentralization efforts, particularly in light of the challenges faced by conflict-affected communities. The consultant will work under the supervision of the Senior Consultant and will be responsible for developing training materials that are sensitive to the local context, ensuring that they meet international standards and IOM's internal guidelines. The consultant will also assist in coordinating and delivering training sessions that focus on evidence-based decision-making, thereby empowering local authorities and organizations to effectively address community needs and promote social cohesion.
Duties and Responsibilities: The Consultant will be responsible for delivering comprehensive training programs to local hromadas and organizations supporting veteran reintegration. Key duties include:
Developing training materials that reflect the local context and are aligned with international standards.
Conducting on-site training sessions and remote mentoring activities to ensure effective knowledge transfer.
Facilitating discussions and exercises that enhance participants' understanding of qualitative and quantitative research methods.
Supporting the collection and analysis of gender-disaggregated data to inform local decision-making processes.
Collaborating with local authorities and organizations to assess their capacities and needs, tailoring training content accordingly.
Ensuring that all training activities are delivered in a technically sound manner that is accessible to non-technical audiences.
Monitoring and evaluating the effectiveness of training sessions and making necessary adjustments to improve outcomes.
Required Qualifications: Candidates must possess a Master's Degree in Social Sciences, Data Analytics, Adult Education, or a related field, with a minimum of three years of relevant experience. Alternatively, a Bachelor's Degree in a similar field with at least five years of relevant experience is acceptable. Candidates should have a proven track record in training on data analytics and assessment development, particularly for local government or organizations. Experience in conducting trainings for local government and civil society organizations in Ukraine is highly desirable. Additionally, candidates should demonstrate the ability to work both independently and as part of a team, particularly in relation to training and capacity building initiatives. Familiarity with UN, NGOs, CSOs, and government authorities is an asset, as is knowledge of displacement issues.
Educational Background: A Master's Degree in Social Sciences, Data Analytics, Adult Education, or a related field is required, with a minimum of three years of relevant experience. Alternatively, a Bachelor's Degree in a similar field with a minimum of five years of relevant experience is acceptable. The educational background should provide a strong foundation in research methods, data analysis, and adult education principles, equipping the consultant with the necessary skills to effectively deliver training and support capacity building efforts.
Experience: Candidates should have a minimum of three years of relevant experience in training and capacity building, particularly in the areas of data analytics and assessment development. Experience working with local government or organizations in Ukraine is highly advantageous. The consultant should also have experience in conducting trainings for diverse audiences, including local authorities and civil society organizations, and demonstrate the ability to work collaboratively within a team as well as independently. Familiarity with the challenges faced by conflict-affected communities and knowledge of displacement issues will be beneficial.
Languages: Fluency in Ukrainian is required, as the consultant will be working closely with local hromadas and organizations. A working knowledge of English is advantageous, as it may facilitate communication with international stakeholders and access to relevant resources and training materials.
Additional Notes: The consultancy is expected to involve travel across Ukraine to deliver training sessions and provide mentorship support. The contract duration is contingent upon funding confirmation, and the consultant will be required to provide proof of medical insurance for non-occupational accidents or illnesses prior to commencing work. IOM maintains a zero-tolerance policy regarding misconduct and discrimination, and all candidates must adhere to the organization's values of inclusion, integrity, and professionalism.
