Job Posting Organization:
The position is located within the Contribution Section (CS) of the Finance Division (FD) at the Office of Programme Planning, Finance and Budget (OPPFB), which is part of the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. The Contributions Section acts as the Secretariat to the Committee on Contributions, providing essential support to the Committee and the General Assembly in negotiating the scale of assessments. The organization is dedicated to ensuring the timely issuance of assessments and providing information on the status of assessed contributions. The UN aims to maintain high standards of efficiency, competence, and integrity while promoting gender balance and geographical diversity within its workforce.

Job Overview:
The Finance Information Officer will play a crucial role in leading and directing project teams, mentoring junior staff, and providing technical direction for financial information systems. The officer will be responsible for analyzing industry best practices, designing and implementing new work methods to enhance financial operations, and evaluating existing systems to identify needs for new solutions. This position requires a comprehensive understanding of the systems development lifecycle, including planning, supervising, and participating in all phases of development. The officer will also be tasked with problem-solving complex financial systems issues, creating reports, and performing data analysis using SQL and SAP technologies. Additionally, the role involves developing training materials and conducting training sessions for staff.

Duties and Responsibilities:
The Finance Information Officer will have a wide range of responsibilities, including:
  • Providing professional leadership and direction to project teams and mentoring junior officers and contract staff.
  • Offering business analysis and technical direction for financial information systems, specifically for the Contributions Portal and Payroll Analysis Tool.
  • Analyzing industry best practices to design and manage new methods of work that enhance financial operations.
  • Evaluating existing systems and identifying the need for new systems or modifications, proposing suitable solutions based on functional and economic considerations.
  • Planning, supervising, and participating in all phases of the systems development lifecycle, including negotiating design changes and specifying test plans.
  • Providing day-to-day problem-solving services for complex financial systems issues, documenting problems, and prioritizing resolutions.
  • Creating complex reports and performing data analysis using SQL, SAP BW, and SAP HANA.
  • Developing training materials and manuals, and training staff in assigned areas.

Required Qualifications:
Candidates must possess a strong background in finance, accounting, budget management, business administration, or information systems management. The position requires a high level of professionalism, including the ability to demonstrate competence and mastery of subject matter. Candidates should be conscientious, efficient, and motivated by professional concerns, showing persistence in overcoming challenges. The role also requires excellent communication skills, both written and verbal, and the ability to work collaboratively in a team environment. Candidates should be open to sharing information and valuing the input of others.

Educational Background:
An advanced university degree (Master’s or Doctorate) in business administration, finance, information technology, or related fields is required. Alternatively, a first-level degree (Bachelor’s) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of experience in finance, accounting, budget management, business administration, or information systems management is required. Candidates should have experience with complex budgetary and accounting operations, finance systems analysis, and development. Experience in managing a team of finance or IT professionals is essential, as is experience in implementing recommendations to address complex business requirements through new technologies. Familiarity with web, database, and server technologies is also required, along with experience in report writing and programming in various languages such as Visual Basic, C#, and Oracle PL/SQL.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, but proficiency in French is not mandatory for this role.
