Job Overview:
The Project Development & Reporting Officer will play a crucial role in supporting the coordination and facilitation of project development and donor reporting in the fields of migration management and emergency response. This position requires close collaboration with the Chief of Mission, Head of Programmes, and relevant units at the Regional Office and Headquarters. The officer will be responsible for developing results-based programs and projects, concept notes, and project proposals, ensuring alignment with IOM's global, regional, and country strategies. The role also involves reviewing resource requirements, documenting programmatic needs, and identifying funding opportunities among government and non-government donors. The officer will assist in drafting donor reports, maintaining effective relationships with donor counterparts, and supporting capacity-building activities for CO staff. This position is vital for ensuring that IOM's projects are well-coordinated, effectively reported, and aligned with donor interests and requirements.

Duties and Responsibilities:
  • Support the coordination and facilitation of project development and donor reporting in migration management and emergency response.
  • Collaborate with the Chief of Mission, Project Managers, UNCT, and relevant donors to develop results-based programs and projects.
  • Review resource requirements and document programmatic needs, gaps, and opportunities.
  • Contribute to the alignment of project development with IOM's global, regional, and country strategies.
  • Assist in drafting donor reports in coordination with relevant units in line with IOM policies and standards.
  • Research potential funding opportunities and review calls for proposals.
  • Draft donor profiles and guidance notes on donor priorities.
  • Support effective working relationships with donor counterparts and project partners.
  • Draft visibility and resource mobilization materials and organize donor briefings and visits. 1
  • Conduct capacity-building and training activities for CO staff in program development and donor reporting. 1
  • Maintain accurate records of project development and donor reporting files. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited institution with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
  • Experience in supporting results-based project development and reporting, technical writing, and editing, preferably in the international development/humanitarian sector.
  • Work experience in donor relations and grant management for specific donors of IOM’s interest.
  • Good communication, writing, and organizational skills.
  • Basic knowledge of monitoring and evaluation concepts and methodologies.
  • Confirmed experience in donor report writing in humanitarian and/or development settings.
  • Strong analytical and planning skills.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related area from an accredited academic institution. Alternatively, a University degree in these fields with four years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a University degree. Experience should include supporting results-based project development and reporting, technical writing, and editing, preferably within the international development or humanitarian sector. Additionally, candidates should have work experience in donor relations and grant management, particularly with donors relevant to IOM's interests.

Languages:
Fluency in English and French is required for this position, both oral and written. IOM’s official languages are English, French, and Spanish, and all staff members must be fluent in one of these languages. A working knowledge of Arabic or another official UN language (such as Chinese, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration of 9 months and the possibility of extension. The position is classified at the P-2 grade level. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates who are nationals of the duty station's country cannot be considered eligible for this position. Appointment is subject to certification of medical fitness, accreditation, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
