Job Overview:
The Investigator for Sexual Exploitation and Abuse (SEA) will be part of the Office of Internal Audit and Investigations (OIAI), which operates independently under the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director of UNICEF. This role is crucial in managing the intake and triage of SEA and serious child safeguarding (CSG) reports, particularly those involving UNICEF personnel and partners. The incumbent will be responsible for ensuring the accuracy and integrity of case data, analyzing trends, and preparing reports for stakeholders. The position requires collaboration with various UNICEF offices and UN agencies to facilitate appropriate actions and provide guidance on reporting processes. The role also involves conducting interviews with victims and witnesses, reviewing investigation materials, and preparing written outputs. The Investigator will contribute to policy development and training initiatives related to SEA and CSG, and may also engage in initial assessments of other misconduct forms.

Duties and Responsibilities:
  • Manage the intake and triage of incoming SEA and CSG reports, identifying urgent actions for victim assistance.
  • Register and update SEA/CSG reports in internal case management systems, ensuring data accuracy.
  • Analyze case data to identify trends and prepare statistical and qualitative reports.
  • Liaise with UNICEF offices and other UN agencies to obtain information and facilitate actions.
  • Provide guidance on SEA/CSG reporting processes and best practices.
  • Conduct victim/survivor-centered interviews and gather evidence.
  • Review third-party reports for adequacy and compliance.
  • Prepare clear written outputs, including assessment reports and referral memoranda.
  • Deliver training to UNICEF personnel and partners on SEA and CSG cases. 1
  • Contribute to the development of policies and guidance materials. 1
  • Undertake initial assessments and support investigations of other misconduct forms as needed. 1
  • Carry out additional duties to support the investigations function.

Required Qualifications:
  • Education: Bachelor or equivalent (First Level University Degree) in Law, Criminology, Criminal Investigation, or related fields.
  • Work Experience: At least 2 years of relevant experience in administrative investigations within a UN entity or oversight body, with experience in SEA or sexual harassment investigations.
  • Skills: Core competencies in Communication, Working with People, and Drive for Results. Proficiency in analyzing, applying technical expertise, and following instructions.
  • Language Requirements: Fluency in English is required, with knowledge of another official UN language or a local language as an asset.

Educational Background:
A Bachelor’s degree or equivalent in Law, Criminology, Criminal Investigation, or related fields is required. An advanced university degree (master's degree or equivalent) in these areas is desirable and may enhance a candidate's profile.

Experience:
Candidates should have a minimum of 2 years of relevant work experience in administrative investigations, particularly within a United Nations entity or oversight body. Experience specifically related to SEA or sexual harassment investigations is essential. Relevant experience at the country level, especially in development or humanitarian contexts, is also beneficial.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, Russian) or a local language is considered an asset. Proficiency in French or Spanish is highly desirable.
