In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. Job Overview:
The Programme Management Consultant will work under the direct supervision of the Programme Management Specialist (PMSU) and will be responsible for providing advisory support and guidance on project and programme management. The consultant will strengthen the capacities of project and programme teams across the region and lead the development and implementation of new initiatives for the Regional Office. The role involves managing the strategic alignment and quality assurance efforts of projects, ensuring adherence to implementation rates and resource utilization to meet targets. The consultant will also prepare project teams for audits and monitor the implementation of audit recommendations. Additionally, the consultant will design and deliver tailored training programmes to enhance regional capacities on results-based management and programme partner management. The position requires a proactive approach to developing partnerships and engaging with non-traditional donors, as well as contributing to the overall mission of UN Women in promoting gender equality and women's empowerment.

Duties and Responsibilities:
  • Provide advisory support and guidance on project and programme management, ensuring strategic alignment and quality assurance. Manage monitoring of project implementation and partner management to meet targets. Analyze project budgets for alignment with logical frameworks and work plans. Prepare teams for audits and monitor audit recommendations.
  • Strengthen capacities of project and programme teams by contributing to data and analysis for the Regional Quarterly Business Review (QBR). Design and deliver training programmes on results-based management.
  • Lead the development and implementation of special regional initiatives by providing strategic advice to the Regional Director, coordinating inputs from thematic units, and supporting corporate partnership engagement activities.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organisation. Key performance indicators include the percentage of project agreements reviewed on time, alignment with corporate quality assurance standards, and the number of regional initiatives coordinated and reported on.

Required Qualifications:
The position requires a Master’s degree (or equivalent) in programme/project management, development studies, economics, public administration, international relations, or other relevant social sciences. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must have at least 5 years of progressively responsible experience in project and programme development, strategic planning, coordination support, or change management. A proven track record of drafting high-quality proposals and reports for senior officials is essential. Experience with modern web-based ERP systems, preferably Oracle Cloud, is desirable, along with experience in building relationships with donor institutions and technical expertise in project management.

Educational Background:
Candidates must possess a Master’s degree (or equivalent) in relevant fields such as programme/project management, development studies, economics, public administration, international relations, or other social sciences. A first-level university degree may be accepted with additional qualifying experience.

Experience:
At least 5 years of progressively responsible experience in project and programme development, strategic planning, coordination support, or change management is required. Candidates should have a proven track record of drafting and advising on high-quality proposals and reports for senior officials, as well as experience with donor institutions and project management.

Languages:
Fluency in English and French is required for this position. Proficiency in additional languages may be considered an asset, but English and French are mandatory for effective communication within the organization and with stakeholders.
