Job Overview:
The Accounts Payable Unit Officer is responsible for managing the accounts payable processes within the ICAO's Finance Branch. This role involves validating, capturing, and processing incoming invoices, ensuring compliance with the ICAO Procurement Code, and maintaining accurate accounts payable records. The incumbent will work closely with the Head of the Accounts Payable Unit and will be expected to contribute to the preparation of yearly financial statements, assist in formulating accounting procedures, and provide support to requisitioning offices. The position requires a collaborative approach to work, as the officer will interact with various stakeholders to ensure timely and accurate processing of payments and resolution of inquiries.

Duties and Responsibilities:
  • Validate, capture, and process incoming invoices, ensuring complete accounting of all invoices and obligations, while adhering to ICAO Procurement Code and contractual terms.
  • Post approved invoices with complete and correct details to enable smooth remittance, improving efficiency through segregation of duties.
  • Process accounting corrections and adjustments, reconcile Accounts Payable general ledger and supplier accounts, and ensure compliance with International Public Sector Accounting Standards (IPSAS).
  • Ensure supplier records contain all required details for payment processing, promoting adherence to ICAO Procurement guidelines.
  • Respond to client inquiries from internal and external clients, ensuring all queries are resolved effectively.
  • Provide backup and support for the activities of the Accounts Payable Unit, including remittance processes and financial reporting activities.
  • Perform other related duties as assigned, contributing to the overall efficiency of the finance operations.

Required Qualifications:
Essential qualifications include a diploma of College Studies (DEC) or equivalent, with proof of successful completion of courses in accounting fundamentals and computer processing. Candidates must possess at least 6 years of finance-related experience, with a minimum of 4 years in practical operational accounting. Proficiency in double entry transaction processing, preparing reconciliations, and using computerized accounting systems is required. Intermediate skill level in Microsoft Excel is essential, while experience with Microsoft Word or other word processing applications is desirable.

Educational Background:
Candidates must have completed a diploma of College Studies (DEC) or an equivalent qualification that includes courses in accounting fundamentals and computer processing. This educational background is crucial for understanding the financial principles and practices necessary for the role.

Experience:
The position requires a minimum of 6 years of finance-related experience, with at least 4 years of practical operational accounting experience. Candidates should have hands-on experience in double entry transaction processing, preparing reconciliations, and account analyses, as well as familiarity with computerized accounting systems. Experience in using Microsoft Excel at an intermediate level is also necessary.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of French or Spanish is considered desirable, as it may enhance communication with a broader range of stakeholders.

Additional Notes:
This is a locally-recruited position, restricted to Canadian Citizens, Permanent Residents of Canada, and applicants with a work permit. The position is temporary, lasting for 364 days. ICAO staff members are international civil servants and are expected to conduct themselves in a manner befitting their status.   • Remuneration for this position is set at a net base salary of CAD 52,452 per annum.
