Job Overview: The Partnerships Advisor-Liaison will operate under the direct supervision of the Country Manager of UNOPS India, based in New Delhi. This role requires regular visits to State and Regional Governments and involves coordinating across all programs and units within the UNOPS India portfolio. The primary focus is to support UNOPS India's efforts in developing and maintaining dialogue with counterpart ministries, ensuring effective communication regarding protocols, policies, and procedures. The incumbent will also provide advisory support to senior UNOPS management, necessitating a high level of multitasking and adaptability to diverse work scenarios.
Duties and Responsibilities: The Partnerships Advisor-Liaison will be responsible for a variety of tasks, including:
Partnerships networking and advocacy for business development, which involves advising on donor and partner mapping, strategic positioning, and building partnerships through effective communication. The role includes supporting business development functions, capturing lessons learned from project implementations, and contributing to growth plans for the UNOPS India Office.
Knowledge management and technical support, which entails advising on policy-level issues, collaborating with stakeholders, and operationalizing best practices for corporate development.
Government liaison, where the incumbent will advise project managers on stakeholder engagement, participate in high-level events, and promote UNOPS capacities to government entities.
Efficient partner relationships and organizational culture, which includes soliciting feedback from partners, conducting advocacy activities, and engaging with internal stakeholders to uphold professional ethics and transparency.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) with at least 7 years of relevant experience, or a first-level university degree (bachelor's degree or equivalent) with a minimum of 9 years of relevant experience. The role requires substantial experience in local or international partnership and program development, with at least 2 years of experience working with the Government of India. A demonstrated track record of acquiring projects from various partners and establishing partnerships with UN agencies, international organizations, and private sector entities is highly desirable.
Educational Background: The educational requirements for this position include an advanced university degree (master's degree or equivalent) or a first-level university degree (bachelor's degree or equivalent), accompanied by significant relevant experience in the field of partnerships and program development.
Experience: The position demands at least 7 years of relevant experience in partnership and program development, with a minimum of 2 years specifically working at the local or national level with the Government of India. Experience in project and program management within international organizations, particularly in post-disaster or emergency contexts, is advantageous.
Languages: Fluency in English and Hindi is mandatory, encompassing reading, writing, and speaking skills. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: The contract type for this position is a Retainer ICA (Individual Contractor Agreement) at the Local ICA 11 level, with a duration of 1 year and the possibility of extension based on organizational needs and performance.
