Job Overview:
The Monitoring and Evaluation Specialist will play a crucial role in overseeing the M&E activities of the HIV/AIDS and TB grant projects. This position requires collaboration with various stakeholders, including the M&E/Reporting Analyst, HIV Coordinator, and TB/M&E Coordinator, to ensure effective monitoring and evaluation of project interventions. The specialist will be responsible for developing M&E plans, conducting field monitoring, and preparing reports that meet the standards of the Global Fund and UNDP. The role also involves capacity building for national partners and providing technical assistance to improve monitoring systems and health institutions. The incumbent will contribute to the overall goal of enhancing the health response to HIV and TB in Tajikistan.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Specialist include:
  • Developing and implementing M&E plans for HIV and TB components, ensuring alignment with national M&E strategies.
  • Conducting field visits to monitor project interventions and prepare comprehensive reports on findings.
  • Creating and updating M&E tools such as forms and questionnaires to facilitate data collection and analysis.
  • Assisting in the drafting of Terms of Reference for evaluations and ensuring timely submission of reports by Sub Recipients (SRs).
  • Supporting the M&E/Reporting Analyst in data analysis and the development of progress reports for donors and stakeholders.
  • Providing technical assistance to national partners and SRs to strengthen their M&E capabilities.
  • Documenting lessons learned and best practices related to the grant implementation.
  • Performing other duties as assigned to ensure the efficient functioning of the office.

Required Qualifications:
Candidates must possess a strong background in monitoring and evaluation, particularly in the context of health projects. Required qualifications include demonstrated knowledge of M&E activities, experience in project coordination, and familiarity with both quantitative and qualitative data collection methods. The ability to analyze data and provide actionable insights is essential. Additionally, candidates should have experience in networking and building partnerships with various stakeholders, including government entities and civil society organizations.

Educational Background:
A secondary education is required for this position, with a university degree (bachelor’s degree) in Medicine, Public Health, Epidemiology, Sociology, or related fields being advantageous. While the degree is not mandatory, it is preferred and will be considered favorably during the selection process.

Experience:
The position requires a minimum of 7 years of professional experience in development project implementation with secondary education or 4 years with a bachelor's degree. Candidates should have substantial experience in monitoring and evaluation activities, particularly in health-related projects. Experience in designing and implementing M&E systems, as well as assessing data quality, is highly desirable.

Languages:
Fluency in Tajik and Russian is mandatory for this role, along with a working knowledge of English. Proficiency in these languages is essential for effective communication and reporting within the context of the project and with various stakeholders.
