Job Overview:
The Treasury Associate position is situated within the General Ledger and Reporting Unit (GLU) of the Accounting Services Section (ASV) at ICAO. This role is pivotal in managing the financial operations related to the Capacity Development and Implementation (CDI) projects, which are part of the United Nations Development Programme (UNDP). The incumbent will be responsible for evaluating, verifying, and processing financial data, ensuring compliance with ICAO Financial Rules and Regulations, and maintaining accurate financial records. The position requires a high level of independence and frequent collaboration with clients in the Latin America region, making effective communication and organizational skills essential. The Treasury Associate will also prepare financial reports, manage petty cash accounts, and ensure timely processing of payroll and other financial transactions, contributing to the overall financial integrity of the organization.

Duties and Responsibilities:
The Treasury Associate will undertake a variety of duties, including but not limited to:
  • Evaluating, verifying, and processing CDI project programme costs, ensuring all transactions are supported by appropriate documentation such as invoices and receipts.
  • Acting as a focal point for project staff and ensuring compliance with ICAO Financial Rules and Regulations.
  • Processing UNDP Service Clearing Account (SCA) data and reconciling account balances with ICAO HQ.
  • Preparing monthly reconciliations of imprest and petty cash accounts, identifying discrepancies, and ensuring proper management of funds.
  • Preparing financial reports for UNDP requirements, including year-end reporting and audit requests.
  • Submitting requests for petty cash and imprest account replenishments, ensuring timely processing to maintain project cash flow.
  • Performing other related duties as assigned by the supervisor, contributing to the overall efficiency of the financial operations within the organization.

Required Qualifications:
Candidates must possess a Diploma of Collegial Studies (DEC) or equivalent, with successful completion of courses in basic accounting. A first-level university degree in Finance or Accounting is desirable. Additionally, candidates should have at least six years of accounting experience, with a preference for those who have experience working with different currencies and identifying control weaknesses. Knowledge of computerized accounting systems, particularly ERP systems, is essential, along with the ability to analyze financial data and apply financial rules and regulations effectively.

Educational Background:
The educational background required for this position includes a Diploma of Collegial Studies (DEC) or equivalent, which should include courses in basic accounting. A first-level university degree in Finance or Accounting is considered an asset and may enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of six years of professional accounting experience. Candidates with experience in managing financial operations in an international context, particularly within organizations similar to ICAO or other United Nations agencies, will be viewed favorably. Experience in handling multiple currencies and improving financial controls is also desirable.

Languages:
Fluency in English, including reading, writing, and speaking, is essential for this position. A working knowledge of Spanish or French is desirable, as it will facilitate communication with clients in the Latin America region and enhance collaboration within the organization. Knowledge of additional languages used by the United Nations, such as Arabic, Chinese, or Russian, would be an advantage.

Additional Notes:
This position is locally recruited and is restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The role is temporary, with a contract duration of 364 days. ICAO staff members are expected to adhere to the standards of conduct for international civil servants and may be assigned to various activities within the organization. The position offers a net base salary of CAD 52,452 per annum, along with an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC).
