Job Overview: The CC coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator is tasked with overseeing the financial management and compliance of the Consortium Management Unit's (CMU) implementation of a $5 million program funded by Danida, SDC, and other donors. This role demands a high level of financial planning, compliance, budgeting management, and partnership management, alongside strong coordination and communication skills to support consortium partners. The coordinator will ensure effective and efficient financial management for the consortia and partnerships, facilitating the achievement of project goals while adhering to donor regulations and internal guidelines. The position requires the ability to develop solutions that are compliant yet conducive to achieving the partnership strategy, as well as maintaining a focus on operational effectiveness and sustainability.
Duties and Responsibilities: The CC Finance Coordinator will be responsible for a variety of compliance-related tasks, including providing oversight for the consortium to ensure adherence to donor regulations and internal guidelines. This includes reviewing partner procurement and program transactions, contracts, and other documents for compliance, as well as supporting the development and maintenance of consortia risk registers. The coordinator will also provide compliance guidance and tools to partners, ensuring they are updated on finance decisions and new policies. In terms of sub-grant management, the coordinator will support grants teams in issuing and monitoring sub-grant agreements, ensuring compliance with DRC procedures and supporting partners during audits. Financial management responsibilities include overseeing budget management among partners, leading audit processes, reviewing partner payment requests, and ensuring timely submission of financial reports. The coordinator will also track budget change requests, monitor overspending and underspending, and manage donor payments. Additionally, the coordinator will support the use of the DRC Dynamics ERP system to enhance financial performance and reporting.
Required Qualifications: Candidates must possess at least 5 years of experience in finance management roles, including accounting and internal/external audit. Experience working with a leading international non-governmental organization (INGO) and in-depth knowledge of donor requirements, particularly from Danida, SDC, Sida, and other European donors, is essential. Familiarity with consortiums and partnerships is preferred, along with demonstrated strategic thinking and leadership abilities. Candidates should have excellent analytical and critical thinking skills, strong communication and interpersonal abilities, and a proven track record of motivating and persuading stakeholders. Experience with financial and grant management systems, particularly Microsoft Dynamics, is advantageous, as is proficiency in MS Office and advanced Excel skills.
Educational Background: A higher education degree in Finance, Accounting, or related fields is required. A postgraduate degree or advanced professional qualification in Finance, such as an Advanced Certificate in Accounting and Finance or a Certificate in Business Accounting, is preferred.
Experience: The position requires a minimum of 5 years of relevant experience in finance management roles, with a strong emphasis on accounting, internal/external auditing, and compliance with donor regulations. Experience in the INGO sector, particularly with European donors, is highly valued, as is experience working within consortiums and partnerships.
Languages: Fluency in Arabic and English is mandatory for this position, as effective communication in both languages is essential for collaboration with partners and stakeholders.
Additional Notes: The contract length for this position is one year, and it is classified as a non-management role at Level G
The position is based in Damascus, Syria, with an expected start date as soon as possible.
