Job Overview: The Associate Oversight Officer will play a pivotal role in the Office of Internal Oversight (OIO) at ICAO, which is responsible for ensuring effective management and compliance within the organization. This position involves supporting or leading oversight assignments such as internal audits and evaluations, contributing to the preparation of Council working papers, and coordinating with the Joint Inspection Unit (JIU). The officer will be expected to apply performance audit techniques, conduct risk assessments, and develop recommendations that enhance governance and accountability. The role requires a proactive approach to identifying risks and challenges, ensuring that oversight assignments align with international standards, and effectively communicating findings to management and stakeholders. The Associate Oversight Officer will also support business planning and budget monitoring activities, contributing to the overall effectiveness of the OIO.
Duties and Responsibilities:
Support or lead oversight assignments, including internal audits and evaluations, ensuring compliance with applicable standards and regulations.
Prepare internal audit plans, evaluation terms of references, and risk assessments.
Conduct quantitative and qualitative data analysis to support oversight findings.
Develop and present reports on oversight assignments, incorporating inputs from team members and management responses.
Contribute to the preparation of Council working papers and the annual report of OIO activities.
Coordinate with the Joint Inspection Unit to enhance ICAO's utilization of oversight recommendations.
Provide secretariat services to the Evaluation and Audit Advisory Committee, facilitating meetings and preparing relevant documents.
Support business planning, budget monitoring, and performance measurement initiatives within OIO.
Perform other related duties as assigned by the Chief of OIO.
Required Qualifications:
Advanced university degree in Business Administration, Public Administration, International Development, Economics, Evaluations, Finance, Auditing, or a related field.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
An internationally recognized audit or evaluation-related certification is desirable.
Strong technical knowledge in internal audit, risk management, and internal control is essential.
Excellent communication, organizational, and drafting skills are required to effectively present findings and recommendations.
Educational Background: Candidates must possess an advanced university degree in a relevant field such as Business Administration, Public Administration, International Development, Economics, Evaluations, Finance, or Auditing. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be acceptable. An internationally recognized audit or evaluation-related certification may also be considered in lieu of an advanced degree.
Experience: Candidates should have a minimum of three years of progressively responsible experience in performance audit, evaluation, monitoring, or programme management. Experience working within UN system organizations, Supreme Audit Institutions, or international non-governmental organizations (INGOs) is desirable. Familiarity with performance or value-for-money auditing, data analytics, and the use of digital tools in audit or evaluation processes is also beneficial. Experience in drafting analytical reports and working in a multilateral or international environment is preferred.
Languages: Fluent reading, writing, and speaking abilities in English are required. A working knowledge of any other official UN language (Arabic, Chinese, French, Russian, Spanish) is desirable, as it would enhance communication and collaboration within the organization.
Additional Notes: This position is to be filled on a fixed-term basis for an initial period of two years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to various activities or offices within the organization. The position offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). Remuneration includes a net base salary of USD $55,163 per annum plus a post adjustment of USD $20,796 per annum, which is subject to change.
