Job Overview: As the Manager MEAL, you will report to the Technical Head of Program (THOP) and be responsible for overseeing the MEAL (Monitoring, Evaluation, Accountability, and Learning) teams and information management (IM) across the country. You will directly manage at least one MEAL Senior Officer, one IM Senior Officer, and the entire MEAL and IM teams. Your role will involve implementing HI's MEAL and IM standards within the program and ensuring their effective execution. You will work closely with the MEAL department and the Technical Unit Leader to ensure the overall coherence and quality control of projects. Your priorities for the last quarter of 2025 will include supporting the nationalization process of the MEAL Manager position, finalizing the MEAL action plan, conducting capitalizations on studies and diagnostics from 2024 to 2025, supervising project implementation for quality assurance, and enhancing inter-base coordination for effective information sharing and synchronization of MEAL efforts.
Duties and Responsibilities:
Lead and manage the MEAL and IM teams, ensuring effective implementation of MEAL standards and practices across all projects.
Support the nationalization process of the MEAL Manager position, fostering team development and autonomy.
Finalize and implement the MEAL action plan based on identified strategic issues and ongoing processes.
Conduct a comprehensive review of all studies and diagnostics conducted between 2024 and 2025, ensuring proper documentation and presentation of findings.
Supervise project implementation to ensure data reliability, accountability mechanisms, and alignment with donor and beneficiary expectations.
Analyze consolidated data to produce cross-sectional analyses that guide project management, identify gaps, and propose improvement strategies.
Strengthen collaboration between different bases to ensure a harmonized and operational MEAL system that aligns with the mission's strategic needs.
Required Qualifications:
A minimum of 3 years of experience in coordinating humanitarian and development projects, including at least 2 years in MEAL functions.
Proven ability to manage and develop a team, fostering their growth and independence.
Strong capacity to propose simplification and prioritization processes.
Excellent teamwork skills and recognized leadership qualities.
Educational Background: A relevant degree in social sciences, international development, or a related field is preferred. Additional certifications in MEAL methodologies or project management would be advantageous.
Experience: Candidates should have at least 3 years of experience in project coordination within humanitarian and development contexts, with a strong focus on MEAL practices. Experience in managing teams and leading projects in challenging environments is essential.
Languages: Fluency in French is mandatory, and proficiency in English is highly desirable. Knowledge of local languages spoken in the DRC would be an asset.

The contract includes comprehensive social coverage tailored to individual needs, including health insurance, retirement coverage, and repatriation. The salary starts at €2869 gross per month, depending on professional experience, with additional benefits such as a monthly per diem of €628, hardship allowance of €500, 25 days of paid leave per year, and 5 days of rest and recuperation every 8 weeks. The position is unaccompanied, and accommodation will be provided collectively by HI. If the candidate is a resident of the country, a local package will be offered.
