Job Overview: The Gender Analyst position is crucial for coordinating, implementing, monitoring, and reporting on gender equality and gender-based violence (GBV) initiatives, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The role involves supporting the rollout of gender and GBV-related programs, tracking progress, and reporting on results. The Analyst will advance strategies such as policy advocacy, institutional capacity development, community engagement, and the integration of gender perspectives across development, humanitarian, and peacebuilding efforts. The Gender Analyst is expected to ensure that UNFPA interventions are human-rights-based and gender-transformative, promoting gender equality, disability, and social inclusion (GEDSI), while adhering to the principle of Leaving No One Behind (LNOB). This position requires collaboration with various stakeholders, including government ministries, local government units, civil society organizations, and other UN agencies, to strengthen coordination and expand GBV prevention and response services. The Analyst will also represent UNFPA in relevant coordination mechanisms, ensuring that gender, GBV, and inclusion issues are consistently addressed in policies and programs.
Duties and Responsibilities: The Gender Analyst will undertake a variety of duties and responsibilities, including:
Providing technical assistance to UNFPA and implementing partners in planning, implementing, and monitoring Gender/GBV activities.
Supporting UNFPA’s engagement with BARMM ministries to strengthen local-level planning and budgeting for Gender/GBV interventions.
Facilitating the development and revision of results-based Annual Work Plans (AWPs) for the Gender/GBV Mindanao programme.
Conducting quality assurance of quarterly work plan progress reports and convening quarterly reviews with implementing partners to assess progress and address challenges.
Establishing relationships with key government counterparts and non-government stakeholders to ensure timely project delivery.
Contributing to resource mobilization strategies to advance gender perspectives in proposals.
Performing other tasks as assigned by the supervisor in support of the Gender/GBV programme and UNFPA's broader mandate.
Required Qualifications: The Gender Analyst should possess an advanced university degree in a relevant field such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law, or other related fields. Alternatively, a first-level university degree (Bachelor) combined with at least two additional years of qualifying experience may be accepted in lieu of the advanced degree. The candidate should have work experience in gender, gender transformative approaches, and gender-based violence, with a preference for experience in both normal and humanitarian settings. Excellent interpersonal and communication skills are essential, along with field experience being a strong asset. The candidate should also demonstrate analytical and conceptual thinking, decisiveness, influence, and networking abilities.
Educational Background: Candidates are required to have an advanced university degree in a relevant field related to UNFPA’s mandate. This includes disciplines such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law, or other related fields. Experience: The position requires candidates to have significant work experience in areas related to gender, gender transformative approaches, and gender-based violence. Experience in providing technical support for the development and implementation of gender transformative approaches at the sub-national level is desirable. Additionally, candidates should have experience working on gender-based violence prevention and response in both normal and humanitarian settings, as well as prior experience in developing, implementing, and monitoring work plans. Strong interpersonal and communication skills are essential, and field experience is considered a strong asset.
Languages: Fluency in English and Filipino is mandatory for this position. A working knowledge of local languages is considered desirable, as it can enhance communication and engagement with local communities and stakeholders.
Additional Notes: The consultancy is for a duration of 6 months and is a full-time position, requiring the individual to work from Monday to Friday. The duty station is the UNFPA Cotabato Sub-Office, located in Cotabato City. The consultant is expected to submit a monthly accomplishment report detailing target deliverables, deliverables achieved, and other comments or remarks. The Gender Analyst will work under the supervision of the head of the sub-office and in coordination with the Gender staff in the Country Office and other technical and operations units. Travel may be required as needed during the performance of the scope of work.
