Job Overview: The Procurement Senior Associate plays a crucial role in ensuring efficient and timely procurement and contract administration support to various programs within a designated geographical area. Reporting directly to the procurement officer and guided by the procurement manager, the associate is expected to adopt a client-focused approach, emphasizing quality and results. This position requires minimal supervision and involves collaboration with UNOPS program support colleagues and technical experts to deliver high-quality services. The associate will be responsible for transactional procurement support, procurement planning, requisition management, bidding and tendering processes, contract administration, personnel management, and knowledge sharing. The role is pivotal in maintaining compliance with UNOPS regulations and enhancing the overall effectiveness of procurement operations.
Duties and Responsibilities:
Transactional Procurement Support Services: Ensure compliance with UNOPS rules and regulations in transactional procurement activities, including sustainability integration, documentation for purchase orders and contracts, market research for suppliers, and maintenance of procurement files and records.
Procurement Planning and Systems: Collaborate with project personnel to prepare procurement plans, implement procurement management systems, and maintain procurement monitoring processes.
Requisitions/Procurement and Sourcing: Supervise requisition processes, support requesting entities, review requisitions for completeness, prepare specifications for procurement documents, and liaise with vendors throughout the procurement cycle.
Bidding and Tendering: Prepare shortlists of contractors/suppliers, issue tender documents, evaluate bids, and organize meetings for contract approvals.
Contract Administration: Support efficient contract administration, follow up on contract signing, maintain filing systems, and manage databases of suppliers and contractors.
Personnel Management: Oversee the performance and development of supervised personnel, ensuring compliance with policies and best practices.
Knowledge Building and Sharing: Organize training initiatives, contribute to knowledge networks, and participate in knowledge-sharing webinars. The successful execution of these duties directly impacts the effectiveness of procurement and contract management services, ensuring timely delivery and client satisfaction.
Required Qualifications: Candidates must possess a First University Degree in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, or related fields. While relevant certification in procurement and supply chain management (such as CIPS level 3) is desirable, it is not mandatory. Candidates should demonstrate a strong understanding of procurement processes and regulations, as well as the ability to work collaboratively with diverse stakeholders.
Educational Background: A First University Degree in relevant fields such as Procurement, Supply Chain Management, Law, Commerce, or Business Administration is required. Additional certifications in procurement and supply chain management are advantageous but not essential.
Experience: Candidates should have a minimum of five years of relevant experience in procurement support services within national or international public or corporate organizations. Supervisory experience in procurement is essential, along with a proven track record of working with various stakeholders in developing countries. Familiarity with UN system organizations is desirable, as is proficiency in computer applications and web-based management systems.
Languages: Full working knowledge of English is mandatory. Knowledge of another official UNOPS language is considered an asset, enhancing communication and collaboration within the organization.
Additional Notes: The position is classified as an ICA Contract level Local ICA-7, with an ongoing contract duration subject to organizational requirements, availability of funds, and satisfactory performance.
