Job Overview: The position of National Contractor for the Commission on IHL Compliance involves providing both substantive and administrative support to the Commission in its mandate to review and assess Ukraine's national legislation and practices concerning international humanitarian law (IHL) standards. The contractor will be responsible for facilitating the day-to-day operations of the Commission, which includes coordinating among various stakeholders, preparing meeting materials, documenting discussions, and performing other administrative functions essential for the effective delivery of the Commission's work. The contractor will also be expected to analyze national legislation for compliance with IHL, prepare analytical briefs, and draft decisions and recommendations in line with the Commission's objectives. Duties and Responsibilities: The contractor will undertake a comprehensive set of duties and responsibilities, including but not limited to:
Conducting legal analyses of national legislation and draft legal acts to assess compliance with IHL;
Preparing analytical briefs and background notes for Commission meetings;
Drafting decisions, recommendations, and conclusions that align with the Commission's mandate;
Documenting minutes and protocols of Commission meetings and working group sessions;
Organizing and coordinating meetings, ensuring timely distribution of preparatory materials to participants;
Compiling monthly progress reports that summarize activities and results achieved;
Monitoring the respect for and implementation of IHL, including documenting violations;
Coordinating efforts between government authorities on IHL-related issues;
Providing recommendations on necessary measures to enhance compliance with IHL; 1
Supporting the Commission in its functions through technical and organizational assistance, including liaising with relevant institutions and stakeholders.
