Job Overview:
The role of the Monitoring, Evaluation, Accountability & Learning (MEAL) Adviser is crucial for enhancing the quality and accountability of programming delivered by the Ukrainian Red Cross Society (URCS). The MEAL Adviser will collaborate closely with the British Red Cross country team and URCS’s Quality & Assurance department to provide strategic and technical guidance. This position requires a blend of technical expertise in MEAL and the ability to foster collaboration and capacity building within the organization. The MEAL Adviser will be responsible for advising on MEAL strategies, tools, and processes that align with URCS operational goals, supporting design" style="border-bottom: 1px dotted #007bff !important;">program design, evaluations, and the dissemination of learning. The role also emphasizes the integration of quality standards such as Community Engagement and Accountability (CEA) and Protection, Gender and Inclusion (PGI) into the programming. The MEAL Adviser will facilitate cross-sector coordination and contribute to institutional learning, ensuring that the programs are responsive to the needs of the communities served.

Duties and Responsibilities:
The MEAL Adviser will have a comprehensive set of responsibilities, including:
  • Advising on the development and implementation of MEAL strategies that align with URCS operational goals.
  • Supporting the design and evaluation of programs, ensuring that learning is effectively disseminated across the organization.
  • Promoting the integration of quality standards, including CEA and PGI, into all programming efforts.
  • Building the MEAL capacity of URCS staff through training, mentoring, and collaborative planning sessions.
  • Facilitating coordination across different sectors to enhance program effectiveness and institutional learning.
  • Analyzing quantitative and qualitative data to provide actionable insights that inform decision-making.
  • Engaging with partners and stakeholders to foster relationships that support MEAL initiatives.
  • Ensuring compliance with international MEAL standards and best practices.
  • Contributing to the development of reports and documentation that highlight the impact of programs and lessons learned.

Required Qualifications:
Candidates for the MEAL Adviser position should possess a strong technical background in Monitoring, Evaluation, Accountability, and Learning, ideally with experience in international humanitarian or development contexts. They should demonstrate proven experience in designing and implementing MEAL systems, particularly in complex environments. Strong analytical skills are essential, along with the ability to interpret and communicate data effectively. Experience in delivering training or mentoring in MEAL approaches is highly desirable. Candidates should also have a solid understanding of the international humanitarian system and Movement-wide MEAL standards, including the integration of CEA and PGI. Excellent communication, influencing, and relationship-building skills are critical for success in this role.

Educational Background:
The ideal candidate for the MEAL Adviser position should have a relevant degree in a field such as social sciences, international development, or a related discipline. Advanced degrees or specialized training in Monitoring and Evaluation, humanitarian response, or related areas will be considered an asset. Continuous professional development in MEAL practices and methodologies is also encouraged and valued.

Experience:
The position requires candidates to have significant experience in Monitoring, Evaluation, Accountability, and Learning within humanitarian or development contexts. A minimum of several years of relevant experience is expected, with a proven track record of successfully designing and implementing MEAL systems. Experience working in complex and challenging environments is essential, as is familiarity with the international humanitarian system and standards.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Ukrainian or Russian would be considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of the role.

Additional Notes:
This position is offered as a 12-month fixed-term contract, with a standard working week of 35 hours. The salary for this role is £34,032 per annum, supplemented by monthly allowances of £1,368.34 per diem and a £500 security" style="border-bottom: 1px dotted #007bff !important;">security hardship allowance. The position is classified as unaccompanied, meaning that the successful candidate will not be permitted to bring family members during the assignment. The British Red Cross offers a comprehensive benefits package, including accommodation while on deployment, subsistence allowances, travel expenses, comprehensive insurance coverage, and access to a pension scheme. Generous leave entitlement of 36 days, including public holidays, is also provided. Applications are not accepted from Ukrainian nationals due to legal contracting restraints.
