Job Overview: The Finance Officer position is crucial for the effective administration and delivery of financial services related to development cooperation projects implemented by the ILO Country Office for Ukraine. This role involves ensuring the transparent and efficient utilization of financial resources, maintaining the integrity of financial services, and delivering these services in a client-oriented manner. The Finance Officer will utilize an enterprise resource planning (ERP) system to manage financial operations, prepare budgets, and monitor expenditures. The position requires a proactive approach to financial management, including the analysis and interpretation of financial rules and regulations to provide solutions to various financial issues. The Finance Officer will also play a key role in supporting the ILO's Transitional Cooperation Strategy, which focuses on investing in people, creating quality employment, and improving labor market governance.
Duties and Responsibilities:
Provide professional services for the effective delivery of development cooperation financial services, ensuring compliance with financial rules and regulations. Oversee daily financial operations and ensure the integrity of data in all transactions.
Conduct continuous analysis and monitoring of the financial situation of development cooperation projects, providing management reports to support informed decision-making.
Manage financial operations including accounts payable and receivable, payment approvals, and monthly account closings.
Coordinate project budget preparation, review budget submissions, and monitor expenditures against allocations.
Assist the FCO and act as certifying officer when required, certifying financial documents and transactions.
Monitor activity implementation to ensure alignment with project documents and donor agreements, identifying bottlenecks and recommending corrective measures.
Review bank accounts and ensure sufficient funds for disbursements, coordinating bank transfers as necessary.
Follow up on audit recommendations and draft responses to audit inquiries.
Stay informed about financial management standards and best practices, providing guidance and training to colleagues. 1
Perform other duties as assigned by the Director of the ILO Country Office for Ukraine.
Required Qualifications: Candidates must possess a university degree (Bachelor’s or equivalent) in business management, finance, or a relevant field. A strong understanding of financial and accounting principles, as well as international accounting standards, is essential. Candidates should also demonstrate proficiency in PC software, including Microsoft Office, and possess good drafting skills. The ability to interpret financial rules and regulations, manage competing priorities, and work in a multicultural environment is crucial.
Educational Background: A Bachelor’s degree or equivalent in business management, finance, or a related field is required for this position. This educational background provides the necessary foundation for understanding financial principles and practices relevant to the role.
Experience: A minimum of two years of professional work experience in finance or accounting is required. Experience within the United Nations System is desirable, as it provides familiarity with the specific financial regulations and practices of international organizations.
Languages: Excellent command of English and Ukrainian, both oral and written, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension based on funding availability and performance.
