Job Overview: The Programme Assistant for Cash Based Transfers (CBT) will play a crucial role within the CBT/E-Transfers/DAS team in the Programme unit. This position requires the job holder to manage a variety of specialized and standardized processes and activities, necessitating a thorough understanding of standard guidelines and practices. The Programme Assistant will collaborate closely with various WFP units involved in the implementation of cash-based transfer programs, including teams from Programme, Logistics, Finance, Information Technology, and Procurement. The role also involves working with e-transfers focal points in WFP’s Field Office and Area Office, as well as engaging with external partners. The Programme Assistant will be responsible for ensuring the effective execution of cash-based transfers, contributing to the overall success of WFP’s mission to provide humanitarian assistance.
Duties and Responsibilities: The incumbent will be responsible for coordinating the technical setup and implementation of WFP’s monthly cash-based transfers through the internal platform (SCOPE). This includes supporting the preparation of the monthly distribution plan in collaboration with Programme focal points and coordinating with other units to raise purchase requisitions and orders. The Programme Assistant will assist in the registration process for beneficiaries, ensuring data collection is conducted efficiently by WFP’s cooperating partners. Additional responsibilities include performing tasks related to the approval process for monthly CBT distributions, participating in field trips to support the implementation and monitoring of CBT programs, and training cooperating partners on WFP's assistance technologies. The role also involves updating operational tracking sheets, extracting and compiling data for analysis, and representing the Field Office and Area Office in cash working group meetings. The Programme Assistant will perform other related duties as required, contributing to the overall effectiveness of the CBT programs.
Required Qualifications: Candidates must possess a secondary school education or a university degree (Diploma/Bachelor) in Social Sciences, International Development, Business Administration, or a related field. Additionally, candidates should have a proven ability to develop and maintain effective relationships with various stakeholders, including government officials, NGO partners, and other UN agencies. Strong organizational skills, resourcefulness, initiative, and problem-solving abilities are essential. Excellent writing and presentation skills in English are required, along with proficiency in using computers and WFP standard software packages.
Educational Background: The educational requirements for this position include the completion of secondary school education or a university degree (Diploma/Bachelor) in relevant fields such as Social Sciences, International Development, or Business Administration. This educational background is crucial for understanding the complexities of humanitarian assistance and cash-based transfer programs.
Experience: Candidates should have at least five (5) years of relevant experience if they hold a secondary school certificate, or a minimum of two (2) years of experience in cash-based transfers or related fields if they possess a university degree. This experience is vital for effectively managing the responsibilities associated with the Programme Assistant role and ensuring the successful implementation of cash-based transfer programs.
Languages: Fluent knowledge (proficiency/level C) of both English and Somali is mandatory for this position. This language proficiency is essential for effective communication with stakeholders and for the successful execution of the Programme Assistant's duties.
