Job Overview:
The Materials Management Unit Officer will be responsible for the efficient and cost-effective management of the OSCE Programme Office's material resources. This includes overseeing procurement, asset management, and logistical support to ensure that the office has the necessary resources to operate effectively. The officer will work under the direct supervision of the Chief of the Fund Administration Unit and will be expected to identify gaps and weaknesses in material management and procurement processes, propose improvements, and ensure compliance with organizational policies. The role requires a proactive approach to managing resources, including planning and executing procurement strategies, managing inventory, and ensuring the proper maintenance of office premises and vehicle fleets. The officer will also be involved in capacity building for staff related to material management and will liaise with various units within the OSCE to facilitate efficient operations.

Duties and Responsibilities:
The successful candidate will undertake a variety of tasks, including:
  • Planning and managing the procurement of goods, services, and commodities, which involves preparing technical specifications, managing bidding processes, and approving purchase requisitions and orders in Oracle.
  • Developing and managing Requests for Quotations (RFQs), Requests for Proposals (RFPs), and tender documentation to ensure competitive procurement practices.
  • Supervising asset management activities to ensure optimal use of materials and equipment, including overseeing warehouse maintenance and inventory tracking.
  • Managing the allocation, maintenance, and repair of the office's vehicle fleet, ensuring cost-effective usage and proper record-keeping.
  • Proposing the scope of services for maintenance contracts and assisting in budget planning related to materials management.
  • Overseeing travel operations, including ticket purchasing and visa requests, and liaising with the OSCE Secretariat on equipment and supply matters.
  • Identifying training needs for staff and proposing revisions to current procedures to enhance efficiency in material management.

Required Qualifications:
Candidates must possess a second-level university degree in business/public administration, logistics and procurement, engineering, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted. A valid driving license is considered an asset. Candidates should have a minimum of two years of working experience in procurement, logistics management, or related fields, with at least two years of progressively responsible international experience in logistics, particularly in fleet management, asset management, and procurement. International field experience with the UN, OSCE, or other international organizations is a significant advantage. Proficiency in Microsoft applications is essential, along with established organizational, communication, and interpersonal skills.

Educational Background:
The position requires a second-level university degree (Master's degree) in a relevant field such as business administration, logistics, procurement, or engineering. A first-level university degree (Bachelor's degree) may be accepted if accompanied by two additional years of relevant experience, demonstrating the candidate's capability in the required areas.

Experience:
Candidates should have a minimum of two years of relevant working experience in procurement, logistics management, or related disciplines. If the candidate holds a first-level university degree, a total of four years of relevant experience is required. Additionally, candidates should have at least two years of progressively responsible international experience in logistics, with a focus on fleet management, asset management, and procurement. Experience with international organizations such as the UN or OSCE is highly valued.

Languages:
Excellent written and spoken communication skills in English are mandatory. Knowledge of Russian or Tajik is considered a significant asset, enhancing the candidate's ability to communicate effectively within the local context and with diverse stakeholders.

Additional Notes:
The position is a full-time, fixed-term contract at the senior professional level (P2) with a maximum service period of seven years. The monthly remuneration is approximately US$ 4,595.00, supplemented by a Board and Lodging Allowance of EUR 134 per day, subject to change. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
