Job Overview: The consultant will play a crucial role in the Climate Smart Education System Initiative (CSESI), which aims to integrate climate change adaptation and environmental sustainability into education sector plans and policies in Somaliland. This initiative, launched in early 2023, seeks to enhance the capacity of the Ministry of Education and Science (MoES) to address climate-related challenges within the education sector. The consultant will be responsible for compiling and analyzing climate data, overlaying it with education-related data, and developing maps that illustrate the impacts of climate change on the education sector. The final deliverable will be a comprehensive report that outlines the expected experiences of schools and communities in response to climate change, providing valuable insights for policy development and strategic planning.
Duties and Responsibilities:
Compile and analyze the best available climate data from the Horn of Africa and Somaliland, focusing on historical and projected data relevant to the country's geographical areas that are most vulnerable to climate change.
Overlay climate data with education-related data, including school location data, infrastructure conditions, and Education Management Information Systems (EMIS) data, with support from Save the Children and MoES.
Develop a series of relevant maps that illustrate the climate impacts and risks on the education sector, including hazards such as heat, floods, and cyclones.
Prepare a final report in English that outlines the expected experiences of schools and communities in all climatic zones of Somaliland as a result of climate change.
Collaborate with stakeholders, including Save the Children and MoES, to ensure the accuracy and relevance of the data and findings.
Present findings and recommendations to relevant stakeholders to inform policy development and strategic planning.
Required Qualifications: The consultant must possess a strong background in climate science, education policy, or a related field. They should have experience in data analysis, particularly in the context of climate change and its impacts on education. Familiarity with the education sector in Somaliland or similar contexts is highly desirable. The consultant should demonstrate excellent analytical and communication skills, with the ability to present complex data in a clear and accessible manner. Proficiency in GIS mapping and data visualization tools is essential, as well as experience in report writing and stakeholder engagement.
Educational Background: A master's degree or higher in climate science, environmental studies, education policy, or a related field is required. Candidates with relevant certifications or specialized training in climate change adaptation and education will be given preference. A strong academic background that includes research and analysis related to climate impacts on education is essential.
Experience: The consultant should have a minimum of 5 years of relevant experience in climate change research, education policy analysis, or a related field. Experience working with international organizations, NGOs, or government agencies in the context of climate change and education is highly desirable. Proven track record of delivering high-quality research outputs and reports is essential, along with experience in engaging with stakeholders at various levels.
Languages: Fluency in English is mandatory, as the final report must be written in English. Proficiency in Somali or other local languages is considered an asset, as it may facilitate communication with local stakeholders and enhance the consultant's understanding of the context.
