Job Overview:
The Technical Advisor – Nutrition will provide strategic leadership, technical guidance, and quality assurance for the design and implementation of nutrition interventions under the U.S. Department of State funded EpiC Bangladesh project. This role is crucial in improving the nutritional status of women, children, and vulnerable populations through evidence-based and culturally appropriate approaches. The Advisor will lead efforts to integrate nutrition into maternal and child health (MCH), risk communication, and community engagement activities. Responsibilities include developing and refining nutrition strategies, training materials, and monitoring frameworks, as well as supporting the capacity strengthening of government counterparts, implementing partners, and frontline workers. The position is contingent upon funding from the Department of State, emphasizing the importance of effective program delivery and alignment with national policies and priorities.

Duties and Responsibilities:
The Technical Advisor will be responsible for several key areas:
  • **Technical Leadership and Strategy**: Lead the development and implementation of evidence-based nutrition strategies, ensuring alignment with national policies and U.S. Department of State priorities. Integrate nutrition approaches with RCCE, MCH, and GHS of the project. Provide technical guidance on infant and young child feeding (IYCF), maternal diets, micronutrient supplementation, and community-based nutrition interventions. Lead the development and adaptation of nutrition strategies, technical guidelines, and tools for community-based and facility-based implementation. Ensure inclusive nutrition approaches targeting pregnant and lactating women, children under five, and vulnerable groups.
  • **Capacity Building and Quality Assurance**: Strengthen the capacity of project staff, government counterparts, and local partners to deliver high-quality nutrition services through training, mentoring, and supportive supervision. Support the development of training modules and job aids for frontline health workers and community volunteers on nutrition counseling and promotion. Facilitate training and supportive supervision of government staff, local partners, and community networks. Provide technical support for the development and review of nutritional communication materials tailored for various audiences.
  • **Monitoring, Evaluation, and Learning, Coordination and Partnership**: Monitor implementation fidelity and service quality through field visits, supervision, and quality improvement initiatives. Support the integration of nutrition indicators in the project’s M&E system. Collaborate with MEL teams to design, track, and analyze nutrition-related indicators. Contribute to the design of tools for monitoring nutrition outcomes and use of community feedback to refine nutrition messages. Analyze nutrition-related data and provide technical input to periodic reports, success stories, and learning briefs. Use data and community feedback to inform programmatic decisions, adapt interventions, and identify gaps or opportunities for improvement. Contribute to documentation of lessons learned, technical briefs, case studies, and donor reports.
  • **Coordination, Partnerships & Representation**: Act as the project’s key liaison on nutrition with the Ministry of Health and Family Welfare, Ministry of Women and Children Affairs, local governments, and nutrition stakeholders. Participate in technical working groups and represent the project in national and sub-national nutrition coordination platforms. Collaborate with other implementing partners, UN agencies, and NGOs to align efforts, avoid duplication, and maximize impact.

Required Qualifications:
The position requires a Master’s degree in Nutrition, Public Health, Dietetics, Food and Nutrition Sciences, or a related field. Candidates should have a minimum of 7–10 years of relevant experience in implementing nutrition programs, preferably in USG-funded or international development settings. A strong understanding of community-based nutrition programming, maternal and child health, and behavior change communication is essential. Familiarity with the nutrition landscape in Bangladesh is highly desirable. Demonstrated experience working with government ministries, especially MOHFW and MOWCA, and with multi-sectoral platforms is required. Candidates should also have experience with data-driven decision-making, program design, and adaptive programming approaches. Excellent facilitation, training, and capacity-building skills are necessary, along with strong writing, reporting, and communication skills in both English and Bangla.

Educational Background:
Candidates must possess a Master’s degree in Nutrition, Public Health, Dietetics, Food and Nutrition Sciences, or a related field. This educational background is crucial for understanding the complexities of nutrition interventions and their implementation in various contexts, particularly in relation to maternal and child health and community engagement.

Experience:
The ideal candidate should have a minimum of 7–10 years of relevant experience in implementing nutrition programs. This experience should preferably be in USG-funded or international development settings, demonstrating a strong understanding of community-based nutrition programming and the ability to work effectively with government ministries and multi-sectoral platforms.

Languages:
Proficiency in English and Bangla is mandatory for this position. Strong communication skills in both languages are essential for effective collaboration with stakeholders and for the development of training materials and communication strategies. Additional language skills may be considered an asset but are not required.

Additional Notes:
The position may require travel to program implementation sites across all 8 divisions of Bangladesh, including remote or hard-to-reach areas.
