Job Overview: The Benefits Officer will play a crucial role in overseeing the administration of health and life insurance programs. This position involves supervising a team of Benefits Assistants and ensuring that various HLIS activities and processes are executed effectively. The incumbent will be responsible for streamlining health and life insurance processes in collaboration with UN agencies, participating in system discussions, and managing the enrollment process for eligible staff members. The role also includes developing communication plans, preparing presentations, and organizing training sessions to enhance the understanding of insurance programs among staff. The Benefits Officer will need to demonstrate professionalism, client orientation, and strong planning and organizational skills to succeed in this position.
Duties and Responsibilities:
Supervise and review the work of Benefits Assistants, ensuring effective client service and enrollment processes.
Oversee the enrollment process for active and retiring staff members, ensuring compliance with relevant policies and procedures.
Liaise with the Pension Fund and manage communications through the Customer Relationship Management tool, ensuring timely responses to queries.
Organize and coordinate training sessions for staff on the use of relevant systems such as Umoja and IPAS.
Develop and implement communication plans for HLIS, including preparing presentations and organizing webinars.
Manage the HLIS website and ensure that all information is current and accessible.
Collaborate with Third Party Administrators to create effective communication materials for program participants.
Perform ad hoc assignments as required by the Section Chief or Chief of Service.
Required Qualifications: Candidates must possess a strong understanding of the UN's Health and Life Insurance rules and processes, as well as knowledge of insurance policies and practices. The ability to apply analytical skills in health insurance operations is essential. Candidates should demonstrate professionalism, efficiency, and a commitment to gender equality in the workplace. Strong client orientation and the ability to develop productive partnerships with clients are also required. Additionally, candidates must be able to plan and organize effectively, adjusting priorities as needed to meet deadlines.
Educational Background: An advanced university degree (Master’s or equivalent) in business administration, finance, accounting, or related fields is required. Alternatively, a first-level degree (Bachelor’s degree or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible professional experience in human resources, administration, or benefits and entitlements is required. This includes at least two years of experience in administering benefits for a large global organization. Experience in client service management is essential, and familiarity with health insurance design and global ERP systems is desirable. Leadership experience and project management skills are also advantageous.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language, such as French, is considered an advantage.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
