Job Overview: The position of Chef de sous bureau involves leading and managing a field office of the WFP in Mao, Chad. The role is crucial for ensuring the effective and efficient management of human and financial resources, as well as the execution of WFP programs and activities in the region. The Chef de sous bureau will be responsible for deploying food assistance programs, maintaining relationships with local governments and partners, and ensuring the safety and security of staff and operations. The position requires a proactive approach to identifying areas where food assistance can be deployed effectively and providing technical support for program planning and implementation. The Chef de sous bureau will also be involved in data collection, monitoring, and evaluation of program performance, ensuring that the WFP's objectives are met in a challenging environment.
Duties and Responsibilities:
Manage and lead WFP field operations in the assigned area to ensure rapid and effective deployment of food assistance programs.
Be responsible for the deployment of initiatives, policies, and strategies of the country office.
Effectively manage the field office to ensure transparent and efficient personnel management and the continuous development of a cohesive and high-performing team.
Ensure effective use of financial resources to achieve set objectives.
Maintain contextual awareness of the assigned province and be responsible for the safety of personnel, operations, premises, and WFP assets in the field office, ensuring that WFP safety and security standards are defined and adhered to locally.
Collaborate with governments and other partners to identify areas where food assistance can be effectively deployed at the local level and provide technical support for planning, formulation, and implementation of food aid programs.
Develop and coordinate data collection and monitoring systems and conduct timely monitoring and evaluation activities.
Prepare accurate and comprehensive reports on WFP operations and performance, submitting them regularly and on time for review by the country/area office to identify program support needs and inform operational planning and decisions.
Forge and maintain external partnerships to enhance assistance programs and support complementary strategies; identify potential areas for collaboration and opportunities to increase program effectiveness and efficiency. 1
Develop and maintain liaison with local government authorities, international and national NGOs, UN agencies, donors, civil society, beneficiaries, and other partners and media engaged in food security. 1
Collaborate with beneficiaries, inspect storage locations and points where WFP products are received, to ensure compliance with WFP policies and ensure progress towards project objectives. 1

Required Qualifications: Candidates must possess a higher university degree in economics, international development, social sciences, or a related field. A minimum of professional proficiency in both English and French is required, with English at a minimum level of B and French at level C. Candidates should demonstrate strong leadership skills, the ability to manage diverse teams, and a commitment to WFP's values of integrity, collaboration, commitment, humanity, and inclusion. Experience in humanitarian operations, particularly in challenging environments, is highly desirable, along with a proven track record of managing budgets and leading teams effectively.
Educational Background: A higher university degree in economics, international development, social sciences, or a related field is required for this position. This educational background is essential to understand the complexities of food security and humanitarian assistance in the context of Chad's socio-economic challenges.
Experience: Candidates should have substantial experience in field operations, preferably in difficult or emergency settings. Experience in developing unique work plans to support strategic objectives, managing small to medium-sized budgets, and leading teams is essential. Candidates should also have experience in analyzing local political situations and assessing risks accurately, as well as exposure to various functions within humanitarian operations.
Languages: Mandatory languages for this position include professional proficiency in English and French. English must be at a minimum level of B, while French should be at level C. Additional languages may be considered an asset but are not required.
Additional Notes: This position is a fixed-term contract for a duration of 12 months. The role is based in Mao, Chad, which is classified as a challenging duty station due to the socio-economic conditions and security situation in the region.
