The EVAWG program is one of the largest globally, addressing violence against women and girls in the Pacific through comprehensive strategies and partnerships with governments, civil society organizations, and communities.
Job Overview: The EVAWG Capacity Development Specialist will play a crucial role in supporting training, capacity development, and technical assistance across the outcome areas of the Pacific Partnership Phase II countries. This position is integral to the implementation of UN Women’s EVAWG program, which aims to prevent violence against women and girls and ensure survivors have access to quality response services. The specialist will co-design and implement a capacity development strategy tailored to the needs of partners and stakeholders, including Pacific Island governments and civil society organizations. The role involves designing and delivering training programs focused on primary prevention and response to violence against women and girls, ensuring that interventions are survivor-centered and adhere to established standards and best practices. The specialist will also contribute to the development of training materials and participate in national task forces to enhance the quality of training resources. Additionally, the role requires establishing and maintaining strong relationships with key partners, contributing to resource mobilization strategies, and supporting the development of communities of practice to foster collaboration across prevention activities. The specialist will work closely with the EVAWG Technical Specialist and other team members to monitor and evaluate the effectiveness of training and capacity-building initiatives, ensuring that best practices and lessons learned are documented and shared.
Duties and Responsibilities: The consultant will be responsible for a variety of key roles and responsibilities, including:
Providing training and capacity development to partners, staff, and key stakeholders by co-designing and implementing the UN Women Pacific Partnership capacity development strategy across target countries.
Designing and delivering training sessions focused on primary prevention and response to violence against women and girls, ensuring that interventions are survivor-centered and meet established standards.
Offering in-service technical support to partners and stakeholders, including assistance with essential service delivery and data management.
Actively participating in national task forces and working groups to develop quality training materials.
Establishing and maintaining strong relationships with key partners to facilitate capacity development assistance.
Developing national training plans in collaboration with government and civil society stakeholders.
Identifying and building new partnerships in strategic EVAWG areas, including climate change and labor mobility.
Supporting the development of communities of practice and collaboration across prevention activities.
Documenting outcomes and best practices from training and capacity-building actions in collaboration with the Monitoring and Evaluation Specialist. 1
Contributing to programmatic monitoring, reporting, and evaluation related to training initiatives. 1
Representing UN Women in national and regional working groups and coordination meetings as requested. 1
Supporting communication and coordination within the EVAWG program.
Required Qualifications: The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The candidate must have a minimum of 5 years of progressively responsible experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of EVAWG interventions and programs. Proven technical expertise in developing and applying EVAWG programming approaches and tools for response and prevention is essential. Experience in coordinating with government agencies and/or donors, evidenced by participation in multi-stakeholder initiatives or donor-funded projects, is also required. Additionally, a minimum of 1 year of professional experience working in the Pacific region is necessary, and experience within the UN System is considered an asset.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, international development, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree, allowing for flexibility in educational qualifications while ensuring that candidates have substantial relevant experience.
Experience: The position demands a minimum of 5 years of progressively responsible experience for those with a Master’s degree, or 7 years for those with a first-level university degree, in the design, planning, implementation, monitoring, and evaluation of EVAWG interventions and programs. Candidates should demonstrate proven technical expertise in EVAWG programming and have experience in coordinating with government agencies and/or donors, evidenced by participation in at least one multi-stakeholder initiative or donor-funded project. Furthermore, candidates must have at least 1 year of professional experience working in the Pacific region, which is crucial for understanding the local context and challenges related to gender-based violence. Experience working within the UN System is an additional asset that can enhance the candidate's profile.
Languages: Fluency in English is mandatory, along with proficiency in a language from one of the Pacific Island Countries and Territories, such as Fiji, Kiribati, Solomon Islands, Samoa, Tonga, or Vanuatu. This bilingual requirement is essential for effective communication and collaboration with local stakeholders and partners in the region, ensuring that the specialist can engage with diverse communities and understand their unique needs and perspectives.
Additional Notes: The contract duration for this position is set for 24 months, and the consultant will be based in the Multi-Country Office in Suva, Fiji. Travel to programming countries is expected, and all travel costs will be covered by UN Women, in accordance with the UN Women Duty Travel Policy. The consultant's performance will be evaluated based on various criteria, including timeliness, responsibility, initiative, communication, accuracy, and the quality of deliverables. Financial arrangements include monthly payments disbursed upon submission and approval of major outputs, timesheets, and certification by the Technical Specialist that services have been satisfactorily performed.
