Job Overview:
The Senior Expert Consultant position at UIS is designed to contribute to the development of a modular handbook focused on education administrative data systems and their statistical applications. The consultant will be tasked with creating a comprehensive module specifically addressing the measurement of higher education through administrative data. This role requires a deep understanding of the complexities involved in higher education data collection, including the legal frameworks, institutional environments, and the challenges faced in data standardization and quality assurance. The consultant will engage in extensive research, draft content, and ensure that the module aligns with international statistical standards. The end goal is to produce a practical resource that countries can utilize to enhance their education administrative data systems, ultimately contributing to improved educational outcomes.

Duties and Responsibilities:
The Senior Expert Consultant will have a range of responsibilities, including but not limited to: conducting thorough background research and data analyses pertinent to higher education administrative data; drafting detailed content for the handbook module, which encompasses priority indicators, institutional environments, data production processes, and challenges in data coverage; developing case studies and practical tools such as checklists and templates; ensuring the incorporation of international statistical standards; reviewing drafts and integrating feedback from UIS and other stakeholders; and contributing to the overall structure and objectives of the handbook. The consultant will also be responsible for delivering well-written modules according to the agreed timeline, with specific deliverables outlined for each phase of the project.

Required Qualifications:
Candidates must possess an advanced degree (Master's or Ph.D.) in education, statistics, social sciences, public policy, or a related field. They should demonstrate senior-level expertise in national higher education data and statistical systems, along with a proven track record in developing practical guidance documents or handbooks. A strong understanding of international statistical standards relevant to education data, such as ISCED 2011 and SDG 4 indicators, is essential. Excellent verbal and written communication skills in English are mandatory, as the consultant will need to articulate complex concepts clearly and effectively.

Educational Background:
The position requires an advanced degree, either a Master's or a Ph.D., in fields related to education, statistics, social sciences, or public policy.
