Duties and Responsibilities: The Senior Expert Consultant will undertake a variety of responsibilities, including but not limited to: conducting background research and data analyses relevant to the TVET module; drafting comprehensive content that includes priority indicators, institutional environments, data production processes, and challenges in data collection; developing case studies from relevant countries; creating tools such as checklists and templates; ensuring alignment with international statistical standards; reviewing drafts and incorporating feedback from UIS and other reviewers; and contributing to the development of annexes such as glossaries and references. The consultant will also be responsible for delivering well-written modules by the agreed deadlines, ensuring quality and timely delivery of all outputs, and managing communication primarily through virtual platforms.
Required Qualifications: Candidates must possess an advanced degree (Master's or Ph.D.) in education, statistics, social sciences, public policy, or a related field. They should demonstrate senior-level expertise in national TVET data and statistical systems, along with experience in developing practical guidance documents or handbooks. A strong understanding of international statistical standards and frameworks relevant to education data, such as ISCED 2011 and SDG 4 indicators, is essential. Excellent verbal and written communication skills in English are mandatory, and the ability to work independently and collaboratively is highly desirable.
