Job Overview:
The Senior Expert Consultant position at UIS is designed to contribute to the development of a modular handbook focused on education administrative data systems and their statistical use. This role involves extensive research and drafting of content that will serve as a practical resource for countries looking to enhance their education data systems. The consultant will be responsible for creating a comprehensive module on the legal framework and institutional setup necessary for effective education data management. This includes analyzing existing legal and policy frameworks, identifying challenges, and proposing solutions. The consultant will also be expected to incorporate international statistical standards and collaborate with UIS team members to ensure the module aligns with the overall objectives of the handbook. The final deliverables are expected to be ready for publication by February 2026, making this a time-sensitive and impactful role.

Duties and Responsibilities:
The Senior Expert Consultant will undertake a variety of tasks, including but not limited to: conducting thorough background research and data analyses relevant to education administrative data systems; drafting comprehensive content for the module that covers national education administrative data systems, legal and policy stipulations, institutional setups, and governance models; identifying challenges in securing legal frameworks and proposing sample solutions; developing country case studies; creating tools such as legal checklists and sample legislation; reviewing and incorporating feedback from UIS and other reviewers; ensuring the module aligns with the handbook's objectives; and contributing to the development of annexes like glossaries and references. The consultant will also be responsible for meeting deadlines and ensuring the quality of all outputs, with a focus on delivering well-structured and informative modules.

Required Qualifications:
Candidates must possess an advanced degree (Master's or Ph.D.) in education, statistics, social sciences, public policy, or a related field. They should demonstrate senior-level expertise in national statistical legislations and institutions, along with experience in developing practical guidance documents or handbooks. A strong understanding of international statistical standards and frameworks relevant to education data, such as ISCED 2011 and SDG 4 indicators, is essential. Excellent verbal and written communication skills in English are mandatory, as the consultant will need to articulate complex ideas clearly and effectively.

Educational Background:
The position requires an advanced degree, either a Master's or a Ph.D., in fields related to education, statistics, social sciences, public policy, or similar disciplines. This educational background is crucial for understanding the complexities of education data systems and the legal frameworks that govern them, as well as for conducting the necessary research and analysis required for the role.

Experience:
Candidates should have demonstrated senior-level expertise in national statistical legislations and institutions, with a proven track record of developing practical guidance documents, handbooks, or similar resources. Additional Notes:
This consultancy position is classified as non-staff and is expected to last between 7 to 11 months. The assignment will be carried out remotely, allowing for flexibility in work arrangements. Communication will primarily occur through email, video conferencing, and other virtual platforms. The consultant will be responsible for their own expenses related to the contract. The total consultancy fee will be agreed upon in advance, with payments made upon acceptance of deliverables according to a specified schedule.
