Job Overview:
The Health Consultant will play a crucial role in supporting the implementation of Adolescent-Friendly Health Services (AFHS), Gender-Based Violence (GBV), and Mental Health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (MHPSS) activities in Ethiopia, particularly in conflict-affected areas. This position involves providing technical leadership and guidance to field offices and health facilities, ensuring the delivery of quality health services to adolescents and youth. The consultant will be responsible for monitoring the implementation of these services, documenting best practices, and addressing challenges faced during the project. The overarching goal is to strengthen the health system and improve the well-being of women, newborns, children, and adolescents in Ethiopia, particularly in regions impacted by conflict.

Duties and Responsibilities:
  • Provide hands-on guidance to model woredas/facilities on AYFHS, GBV, and MHPSS service packages, including protocols, job aids, and referral SOPs.
  • Develop a tracking framework to monitor progress in selected model woredas.
  • Conduct regular field visits to assess service availability, accessibility, and adherence to Ministry of Health standards, including quarterly joint supportive supervision.
  • Work with facilities and communities to institutionalize youth feedback tools such as suggestion boxes and community scorecards.
  • Provide on-site coaching during facility startup weeks and strengthen referral linkages.
  • Monitor and support the mid-term review to document progress in implementing GBV, MHPSS, and AFHS programs.
  • Document human interest stories, innovations, and challenges from model facilities.
  • Compile monthly briefs and quarterly technical reports on progress and recommendations.
  • Contribute to the EU progress report and final narrative report.

Required Qualifications:
  • An advanced university degree in public health, family health, health research, global/international health, health policy and/or management, socio-medical, health education, epidemiology, or a relevant technical field.
  • A minimum of five years of professional experience in public health, sexual reproductive health planning and management, maternal and child health, adolescent health care, gender-based violence support, and mental health services.
  • Experience working in a developing country, particularly in fragile settings, is considered an asset.
  • Strong technical knowledge of AFHS, GBV, and MHPSS.
  • Excellent communication, report writing, and analytical skills.
  • Experience with donor report writing and organizing workshops.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as public health, family health, health research, global/international health, health policy and/or management, socio-medical, health education, epidemiology, or another relevant technical field. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to the health programs in Ethiopia.

Experience:
The position requires a minimum of five years of professional experience in areas related to public health, sexual reproductive health, maternal and child health, and adolescent health care. Experience in gender-based violence support and mental health services is also crucial. Candidates with experience in developing countries, particularly in fragile or humanitarian contexts, will be preferred. Familiarity with the Ethiopian health system and previous work with UN agencies or the Ministry of Health in Ethiopia is considered an asset.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Proficiency in Amharic is considered an added advantage, as it will facilitate communication with local communities and stakeholders.

This consultancy position is expected to be full-time and may involve travel to various regions in Ethiopia. The contract duration is linked to the project timeline, which is set to conclude in June 202
