Job Overview:
The Transport Consultant will play a crucial role in supporting the development of Green Freight corridors in Latin America and East Africa under the supervision of the Programme Management Officer for Green Freight. This position involves organizing meetings, collecting data, writing technical reports, and developing technical tools. The consultant will also implement virtual and physical training and capacity-building events. The work is integral to UNEP's Global Electric Mobility Programme, which aims to assist low and middle-income countries in transitioning to electric mobility, focusing on electric motorcycles, light-duty vehicles, freight vehicles, and buses. The consultant's contributions will enhance the freight portfolio of UNEP’s initiatives, ensuring that environmental considerations are incorporated into freight development.

Duties and Responsibilities:
The consultant will be responsible for several specific tasks, including:
  • Developing a scale-up concept for a green freight project for the Northern Corridor in East Africa;
  • Creating a report detailing three South-South knowledge exchanges (online) between various corridors, including the Bi-Oceanic Corridor and the Abidjan-Lagos Corridor;
  • Producing a report on the use of Supply-Side Regulations (SSR) for introducing electric trucks, based on workshops hosted by UNEP;
  • Providing expert technical assistance for the development of the Green Freight Strategy and Action Plan for the Abidjan-Lagos Corridor;
  • Developing a report on the potential for electric truck drayage in at least one African port;
  • Creating a validation report on emissions data from two countries in the Northern Corridor Emission Accounting framework;
  • Supporting UNEP's Global Freight activities as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in environmental sciences, engineering, economics, transport, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of five years of work experience in transport projects in low- and middle-income countries is required, along with knowledge of green freight issues in East Africa, including freight emissions models. Candidates should also have experience in data analysis, data collection, research, and report development. Familiarity with emission accounting frameworks is highly desirable, as are proven analytical, presentation, and communication skills.

Educational Background:
An advanced university degree (Master's degree or equivalent) in environmental sciences, engineering, economics, transport, or a related field is required for this position. A first-level university degree may be accepted in combination with additional qualifying experience, demonstrating the flexibility in educational requirements based on practical experience.

Experience:
The position requires a minimum of five years of work experience in transport projects specifically within low- and middle-income countries. This experience should encompass a strong understanding of green freight issues, particularly in East Africa, and include skills in data analysis, research, and report development. Candidates should demonstrate a proven track record in similar roles, showcasing their ability to contribute effectively to the objectives of the Global Electric Mobility Programme.

Languages:
Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is another working language of the UN, and proficiency in both languages would enhance communication and collaboration within the organization.

Additional Notes:
The expected duration of the consultancy is 12 months. The position is full-time, and the consultant will be engaged in various activities related to the development of Green Freight corridors.
