Job Overview:
The position of Oficial de Programas at WFP is crucial for coordinating the implementation of programs aimed at ensuring the progressive realization of the human right to food in designated territories in Colombia. The role involves managing, supervising, and coordinating a team contracted by WFP, as well as collaborating with partners to support this intervention. The Oficial de Programas will work closely with various technical and operational lines, including Nutrition, School Feeding, and Supply Chain, to ensure that the programs align with national policies and commitments. This position is based in the Central Office in Bogota and requires a proactive approach to program management, ensuring that activities are executed effectively and efficiently to meet operational needs. The successful candidate will be responsible for developing annual implementation and monitoring plans, overseeing the work of associated professionals, and ensuring that the programs contribute to reducing food insecurity and malnutrition in vulnerable populations. The role also involves reporting on progress and maintaining communication with donors, as well as identifying and managing risks associated with the programs.

Duties and Responsibilities:
The Oficial de Programas will have a comprehensive set of responsibilities, including: coordinating and managing the execution of activities at the country office level, ensuring alignment with national and territorial implementation strategies; overseeing technical, administrative, and budgetary aspects of the programs; monitoring the alignment of activities with national policies; developing annual implementation and monitoring plans; supervising and coordinating the work of professionals and implementing partners; establishing and maintaining effective communication with stakeholders; reporting on technical and budgetary progress; preparing quality reports for donors; conducting risk analysis and monitoring; and performing other technical activities as required by the supervisor. The role requires a strong focus on collaboration with local partners, government entities, and other stakeholders to ensure the successful implementation of programs that address security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition.

Required Qualifications:
Candidates must possess a minimum of 8 years of demonstrated professional experience in managing and monitoring projects related to food security, sustainable development, community organization, and inter-institutional coordination. Additionally, candidates should have at least 5 years of experience in directing or coordinating projects in collaboration with national governments, preferably in Latin American countries, and experience working with multidisciplinary and inter-institutional teams. Strong conflict resolution skills, leadership capabilities, and knowledge of administrative, legal, and budgetary aspects are essential. Experience in producing high-quality reports and communication materials is also valued, along with knowledge of food safety processes and vulnerability to climate change.

Educational Background:
The minimum educational requirement for this position is the completion of secondary education. A professional degree in social sciences, administration, or related fields is desirable. Candidates with relevant academic qualifications will be preferred, especially those with advanced degrees or specialized training in areas related to food security and humanitarian assistance.

Experience:
The position requires extensive experience, specifically a minimum of 8 years in relevant fields, with a strong emphasis on project management and coordination. Candidates should demonstrate a proven track record of working effectively in complex environments, particularly in relation to food security and humanitarian assistance. Experience in leading teams and managing projects in collaboration with government entities is crucial, as is the ability to navigate challenges and build consensus among diverse stakeholders.

Languages:
Fluency in Spanish is mandatory, and intermediate knowledge of English (both oral and written) is also required. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse communities and stakeholders.

Additional Notes:
The position is offered on a Service Contract basis for a duration of six months, with the possibility of extension based on performance and funding availability. The role is classified at the SC8 level, and candidates will be considered for a roster of qualified candidates for future opportunities in other locations as operational needs arise.
