Job Overview:
The Procurement and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will play a crucial role in supporting the supply chain processes within IOM Ukraine. This position involves working under the supervision of the Chief of Mission and the National Supply Chain Officer to ensure that procurement and logistics activities are conducted efficiently and effectively. The successful candidate will be responsible for coordinating procurement activities, assisting in complex purchases, developing procurement plans, and providing technical guidance to staff. Additionally, the officer will support logistics operations related to property management, warehousing, and transportation, ensuring that all activities align with IOM's standards and procedures. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders, including UN agencies and government authorities.

Duties and Responsibilities:
  • Carry out and support coordination of procurement activities, including the revision and consolidation of purchase request forms, organization and evaluation of bidding processes, and follow-up on purchase orders until successful delivery and payment to suppliers.
  • Assist supervisors in more complex, higher-value purchases.
  • Support the development of procurement plans to optimize purchasing power and facilitate project implementation.
  • Participate in negotiations of purchase terms and conditions and help resolve delivery issues.
  • Provide technical guidance to requisitioners and staff on procurement specifications and procedures.
  • Identify and evaluate local and international suppliers based on quality, price, and reliability.
  • Develop tools for tracking contracts and procurement progress.
  • Maintain documentation files and prepare timely reports.
  • Provide specialized support in logistics activities related to asset management, warehousing, and transportation. 1
  • Coordinate logistics operations with UN agencies and partners. 1
  • Plan and monitor fleet activities and vehicle maintenance. 1
  • Ensure the maintenance of office facilities and supply of essential utilities. 1
  • Guide and train junior staff in the unit. 1
  • Participate in inter-agency procurement working groups as needed. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with four years of relevant professional experience. Alternatively, a high school diploma with six years of relevant experience is acceptable. Candidates should have a strong understanding of procurement and logistics processes, experience working with service providers and vendors, and familiarity with IOM/UN procurement rules and procedures. Experience in a multicultural international organization is advantageous, as is experience in training and coordinating teams.

Educational Background:
A university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management is preferred. Candidates with a high school diploma must have additional years of relevant professional experience to qualify for the position.

Experience:
The position requires candidates to have significant experience in procurement and logistics, particularly in working with service providers and vendors. Experience with asset management processes and familiarity with IOM/UN procurement and logistics rules is highly desirable. Candidates should also have experience in training and coordinating teams, demonstrating their ability to lead and manage staff effectively.

Languages:
Fluency in Ukrainian and English is mandatory for all applicants, both oral and written. Proficiency in additional languages may be considered an asset but is not required.

This position is subject to local recruitment, and only candidates with a valid residence and work permit for Ukraine will be considered. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements. Recommended candidates may remain eligible for similar positions for up to 24 months.
