Job Overview:
The National Project Officer position is integral to the ILO Country Office for Ukraine, which is implementing its Transitional Cooperation Strategy focusing on three main pillars: investing in people, creating quality employment and sustainable enterprises, and improving labor market governance and social dialogue. This role specifically supports the third pillar, which involves several projects aimed at ensuring compliance with fundamental labor principles and rights during Ukraine's reform process. The successful candidate will be responsible for the effective implementation and delivery of project outcomes, particularly in relation to labor law reforms and the promotion of inclusive and sustainable reconstruction in Ukraine. The position requires collaboration with various stakeholders, including government agencies, social partners, and international experts, to ensure that project objectives are met in alignment with international labor standards and EU regulations. The role is crucial for enabling informed decision-making among tripartite constituents regarding labor law reforms and enhancing their capacity to apply newly adopted policies effectively.

Duties and Responsibilities:

• Support the Project Manager (PM) in the daily implementation and administration of project activities, ensuring alignment with project objectives and coordination with relevant offices and partners.
• Collaborate closely with project partners to design and revise annual work plans and prepare budget proposals, considering various approaches and methods for effective project management and problem resolution.
• Review and analyze work plans, progress reports, and other project data for clarity and completeness, monitoring project activity progress and addressing any delays or issues.
• Liaise with technical officers and counterparts in national organizations and ministries to expedite project implementation and meet established targets.
• Assist in programming and controlling project resources, preparing budget estimates and expenditure forecasts, and recommending actions based on resource monitoring.
• Promote gender equality and non-discrimination in all project aspects, ensuring inclusive practices are integrated into project activities.

Required Qualifications:
Candidates must possess a first-level university degree in economics, public policies, development studies, or a relevant field. Additionally, candidates should have a minimum of two years of professional experience at the national level in project management, implementation, monitoring, and evaluation. Experience with the ILO or other UN agencies is highly desirable. Technical expertise in employment and labor market policies, public employment services, skills development, industrial relations, social dialogue, and labor law will be advantageous. Knowledge of policy-making processes in Ukraine is also preferred.

Educational Background:
The educational requirement for this position is a first-level university degree in a relevant field such as economics, public policies, or development studies. This educational background is essential for understanding the complexities of labor market governance and project management within the context of the ILO's mission and objectives.

Experience:
The position requires candidates to have at least two years of professional experience in project management, implementation, monitoring, and evaluation at the national level. This experience should ideally include prior engagement with the ILO or other UN agencies, providing candidates with a solid understanding of international labor standards and practices.

Languages:
Candidates must have excellent knowledge of both Ukrainian and English, with proficiency in both oral and written communication. This bilingual requirement is crucial for effective collaboration with local and international stakeholders and for the successful implementation of project activities.

The position is a fixed-term contract for one year, starting in September 2025, with the possibility of extension based on funding availability and project needs.
