Job Overview: The Partnerships and Resource Mobilization Officer will play a crucial role in supporting the World Food Programme's mission in Somalia by contributing to the development and implementation of a partnership and resource mobilization work plan aligned with the WFP country strategic programme. This position requires a proactive individual who can effectively coordinate with various stakeholders, including government donors, international financial institutions (IFIs), and private sector partners. The officer will be responsible for maintaining relationships with key external partners, preparing funding proposals, and managing donor accounts. The role also involves analyzing project results and preparing information products to communicate effectively with external stakeholders. The officer will support the organization of events and ensure that WFP's key value propositions are articulated clearly to different partners, thereby enhancing WFP's visibility and impact in the region.
Duties and Responsibilities: The key responsibilities of the Partnerships and Resource Mobilization Officer include:
Contributing to the development and implementation of a partnership and resource mobilization work plan in line with WFP's strategic objectives in Somalia.
Supporting the coordination of donor accounts and maintaining effective relationships with key external partners, including government donors and IFIs.
Assisting in the preparation of funding proposals and concept notes in collaboration with country office units.
Preparing reports on grants received and managing donor accounts effectively.
Analyzing project results and preparing information products, such as PowerPoint presentations and briefing notes, for external stakeholders.
Organizing events, including launches and briefs, for external stakeholders to enhance WFP's visibility.
Supporting management with official communications to various stakeholders, including the Somalia government, donors, and UN agencies.
Leading knowledge management for the Partnerships Team and maintaining awareness of current political and social events that may impact WFP's activities.
Contributing to the achievement of the WFP Somalia Country Strategic Plan and performing other duties as required.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
An advanced degree in Political Science, International Development, Law, Marketing Communications, or a relevant field, or a first university degree with additional years of related work experience and/or training courses.
At least one year of professional experience in International Development or International Relations with an advanced university degree, or a first university degree with a minimum of three years of relevant experience.
Strong relationship and partner management skills, along with excellent writing and analytical abilities.
Proactive and self-starter attitude, with experience in proposal writing and report writing.
Some knowledge of financing for development and prior knowledge of Somalia or WFP would be an asset.
Educational Background: Candidates are required to have an advanced degree in a relevant field such as Political Science, International Development, Law, or Marketing Communications. Alternatively, a first university degree combined with additional years of relevant work experience and/or training courses will also be considered acceptable. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to perform effectively in the role.
Experience: The position requires at least one year of professional experience in International Development or International Relations for candidates with an advanced university degree. For those with a first university degree, a minimum of three years of relevant experience is required. This experience should ideally include work in resource mobilization, partnership management, or related fields, demonstrating the candidate's ability to navigate complex stakeholder environments and contribute to strategic objectives.
Languages: Fluency in English (level C) and Somali is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and proposals. Additional language skills may be considered an asset but are not mandatory.
