Job Overview:
The ICT Officer (Applications Development) will play a crucial role in supporting the development of a strategy and collaborating with delivery teams to design, develop, and maintain efficient and high-quality integrations that connect data, applications, and third parties. This position is vital for supporting business processes and customer needs. The officer will monitor and analyze existing integrations to enhance their performance and efficiency, ensuring the integration and delivery of sustainable ICT systems and solutions that support program and project delivery. The role involves providing recommendations on complex systems analysis, design, integration, and implementation, as well as analyzing business and customer requirements to identify and prioritize opportunities for improving efficiencies and processes through integration. The officer will coordinate the agile delivery of integrated and sustainable ICT solutions, support the design and implementation of integration flows, and produce technical reference documentation. Additionally, the officer will partner with development and design teams, coordinate requirements gathering, conduct tests, and participate in the development of project plans and schedules. The role requires proactive monitoring of integration performance and troubleshooting issues, as well as engaging with stakeholders to guide the development of new products and enhancements.

Duties and Responsibilities:
The ICT Officer (Applications Development) will be responsible for a comprehensive set of duties, including:
  • Supporting the development of integration strategies and collaborating with delivery teams to design, develop, and maintain integrations.
  • Monitoring and analyzing existing integrations to improve performance and efficiency.
  • Providing recommendations on systems analysis, design, integration, and implementation.
  • Coordinating the agile delivery of integrated ICT solutions.
  • Supporting the design and implementation of integration flows, including APIs and file-based integrations.
  • Producing technical reference documentation for integrations.
  • Partnering with development and design teams to oversee integration solutions.
  • Coordinating requirements gathering and specification processes.
  • Conducting unit tests, integration tests, load tests, and performance tests. 1
  • Participating in project planning, scheduling, and risk mitigation. 1
  • Preparing and managing technical documentation and self-service resources. 1
  • Proactively reviewing integration performance and troubleshooting issues. 1
  • Engaging with stakeholders to guide product development and enhancements. 1
  • Participating in vendor and tool selection for integration needs. 1
  • Promoting a collaborative team environment and tracking project progress. 1
  • Providing coaching and mentorship to junior integration engineers. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in computer science, information systems, mathematics, economics, statistics, or a related field from an accredited academic institution with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience. Professional Certification in ITIL, PMP, SCRUM, or PRINCE 2 methodologies is desirable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a Master’s degree in computer science, information systems, mathematics, economics, statistics, or a related field from an accredited institution. Alternatively, a University degree in the same fields is acceptable if accompanied by four years of relevant professional experience. Professional certifications in ITIL, PMP, SCRUM, or PRINCE 2 methodologies are considered advantageous, enhancing the candidate's qualifications for the role.

Experience:
Candidates should have experience in determining the explicit and implicit needs and requirements of various stakeholders. They should also have experience in creating documentation such as business case documentation or business requirements summaries. Familiarity with agile development methodologies and agile planning tools such as Jira is essential. Additionally, candidates should possess advanced knowledge and experience with computerized information systems, and experience in using, supporting, or testing the MiMOSA Case management system is an added advantage.

Languages:
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of these languages. For this position, fluency in English is required, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency of the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is classified as a Special Short term ungraded contract, with an initial duration of 6 months, extendable up to 9 months. The recruitment process is expedited and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments.
