Job Overview: The Head of Programme (HoP) will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and be a key member of the Senior Management Team in Chad. The HoP is responsible for overseeing the implementation of DRC's strategy in Chad and the Central African Republic (CAR), ensuring high programmatic standards and quality assurance. This role involves developing policies, processes, and standards for programmatic areas, leading fundraising efforts, and representing DRC externally. The HoP will also coordinate with various sectors and provide technical support to implementing actors, ensuring that program activities align with DRC's strategic objectives and donor priorities. The position requires a proactive approach to program management, with a focus on quality assurance and learning from experiences.
Duties and Responsibilities: The HoP's responsibilities include representing the program within the Senior Management Team, coordinating the overall programmatic strategy, and providing technical quality support for operations in Chad and CAR. The HoP will manage and develop staff, promote effective coordination between programs and other departments, and oversee the implementation of program activities. Additionally, the HoP will contribute to fundraising strategies, ensure effective resource management, and represent DRC in relevant humanitarian forums. The role also involves ensuring program quality, compliance with donor requirements, and the development of communication tools to enhance DRC's visibility. The HoP will drive program performance improvements, support data management for protection analysis, and ensure adherence to humanitarian standards.
Required Qualifications: Candidates must have at least 7 years of experience in the humanitarian sector, with a minimum of 4 years in people management. Full professional proficiency in English and French is required, along with experience in managing program operations at a senior management level. Applicants should have a strong understanding of fundraising and donor requirements, proven leadership skills, and experience in proposal development and program implementation. Familiarity with local partners, government authorities, and other stakeholders is essential, as is experience in protection, emergency recovery, and peacebuilding. Candidates should also possess strong organizational, interpersonal, negotiation, and communication skills, and be able to work under pressure while maintaining a commitment to DRC's values.
Educational Background: A relevant educational background is required, typically including a degree in social sciences, international relations, humanitarian studies, or a related field. Advanced degrees or specialized training in humanitarian response, program management, or related areas may be advantageous.
Experience: The position requires extensive experience in the humanitarian sector, particularly in program management and operations. Candidates should have a proven track record of leadership in complex environments, experience in fundraising, and a solid understanding of donor requirements. Previous experience in West and Central Africa is highly desirable, as is familiarity with the challenges and dynamics of humanitarian work in these regions.
Languages: Mandatory languages for this position include full professional proficiency in English and French. Knowledge of additional languages relevant to the region may be considered an asset but is not required.
