Job Overview: The MEDVAC Technical Officer position is designed to support the Ministry of Health of Ukraine and other stakeholders in facilitating the MEDEVAC-Cycle. This role is crucial in ensuring the institutionalization of learning and sustainability of health activities in the context of emergency health operations. The officer will work closely with the Ministry of Health to enhance operational capacity, develop standard operating procedures (SOPs), and improve patient triage and evacuation processes. The officer will also be involved in monitoring and evaluation activities to assess the impact of the MEDEVAC program and ensure quality assurance in health services.
Duties and Responsibilities: The MEDVAC Technical Officer will undertake a variety of duties, including providing technical guidance to the Ministry of Health and implementing partners, assisting in the development of the MEDEVAC-Cycle, and coordinating with third-party providers to ensure smooth operations. The officer will oversee the development and delivery of training programs for emergency medical services (EMS) staff, plan procurement and logistics for medical supplies, and document processes within the MEDEVAC-Cycle. Additionally, the officer will conduct technical and financial spot checks of implementing partners, ensure timely reporting, and support communication efforts to highlight the impact of the MEDEVAC program. Liaison and representation duties will also be part of the role, requiring the officer to prepare technical briefings and engage in discussions with stakeholders.
Required Qualifications: Candidates must possess a first university degree (Bachelor’s level) in public administration, management, public health, medicine, or a related field. An advanced university degree (Master’s level) in any of these areas is desirable. Essential qualifications include at least two years of related experience in the health sector in Ukraine, particularly in critical patient care transfers and emergency health operations. Desirable qualifications include prior experience with WHO, UN agencies, or recognized humanitarian organizations, as well as knowledge of the MEDEVAC-Cycle in Ukraine.
Educational Background: The educational background required for this position includes a first university degree in relevant fields such as public administration, management, public health, or medicine. An advanced degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in health operations and emergency response.
Experience: The position requires at least two years of relevant experience in the health sector, specifically in Ukraine. Candidates should have a proven track record in critical patient care transfers, MedEvac operations, and other emergency health services. Experience working with international organizations or NGOs in similar contexts is highly desirable, as it demonstrates familiarity with the operational challenges and requirements of health emergencies.
Languages: Expert knowledge of English and Ukrainian is essential for this position. Intermediate knowledge of other official WHO languages is considered desirable, as it may facilitate communication with a broader range of stakeholders and partners involved in health operations.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Ukraine will be accepted. The remuneration for this position starts at an annual base salary of USD 38,776, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave. The vacancy notice may be used to fill other similar positions at the same grade level.
