Job Overview:
The Planning, Monitoring & Evaluation (PME) Analyst plays a crucial role in the UNFPA State Office by facilitating the monitoring and evaluation of programs and projects. This position requires building strong relationships with various stakeholders, including program staff, implementing partners, and donors, to ensure effective delivery of the country program. The PME Analyst will be responsible for providing quality support in monitoring and evaluation activities, ensuring compliance with UNFPA guidelines, and fulfilling M&E requirements in a timely manner. The role involves assisting in the development and implementation of annual work plans, contributing to the design of monitoring frameworks, and ensuring that monitoring activities are scheduled and executed efficiently. Additionally, the PME Analyst will analyze data, prepare reports, and support capacity building initiatives related to monitoring and evaluation.

Duties and Responsibilities:
The PME Analyst will undertake several key responsibilities, including:
  • Implementation of Programme Monitoring and Evaluation Activities: - Assist in developing and updating the State program and project annual work plans, focusing on results monitoring and indicators. - Support the preparation of M&E Plans that capture both qualitative and quantitative aspects. - Collaborate with Implementing Partners and the Programme team to design monitoring frameworks and procedures. - Ensure that monitoring activities are scheduled and responsibilities are clearly assigned. - Collect evidence to verify that results are being achieved efficiently. - Aid UNFPA staff and partners in data collection and reporting processes. - Regularly update the PM&E information system with project activities and indicators.
  • Analysis and Reporting: - Support the State Programme Coordinator in data management and identifying challenges in program/project performance. - Collect and analyze data from stakeholders to assess performance against established indicators. - Assist in developing and revising M&E methods to enhance monitoring systems. - Review and write mandatory project/programme reports. - Prepare consolidated progress reports on M&E findings for project management.
  • Capacity Building: - Facilitate the sharing of M&E findings and tools with UNFPA personnel and partners. - Contribute to training sessions for UNFPA staff and Implementing Partners on M&E practices. - Engage in knowledge networks and communities of practice.
  • Additional Duties: - Perform any other tasks as assigned by UNFPA leadership.

Required Qualifications:
Candidates must possess strong analytical skills, excellent communication abilities, and a collaborative mindset. They should demonstrate integrity, commitment to UNFPA's mission, and an ability to embrace cultural diversity. Educational Background:
A bachelor's degree in social sciences, public health, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's competitiveness for the position.

Experience:
Candidates should have at least 2-3 years of professional experience in monitoring and evaluation, data analysis, or related fields. Experience working with UN agencies or in the development sector is an advantage. Familiarity with M&E frameworks and tools, as well as experience in capacity building and training, is also beneficial.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in the region is an asset and may enhance communication with stakeholders.

Additional Notes:
This is a national UN Volunteer assignment based in Bhubaneswar, India. The contract duration is subject to funding availability and satisfactory performance, with no expectation of renewal. The UN Volunteer is responsible for arranging their own housing and living essentials. The position offers a monthly Voluntary Living Allowance (VLA) of INR 64,961.50, along with a one-time entry lump sum payment of USD 40
  • Relocation costs are covered if the duty station is outside commuting distance. The assignment includes comprehensive health and life insurance, as well as leave entitlements such as annual leave, sick leave, maternity leave, and paternity leave.
