Job Overview: The Senior Counter-Terrorism Officer will play a crucial role in the OSCE's efforts to combat terrorism through the Action against Terrorism Unit (ATU) within the Transnational Threats Department (TNTD). This position requires a strong commitment to human rights and fundamental freedoms, as the officer will provide support to the Chair-in-Office, the Secretary General, and participating States on all anti-terrorism-related matters. The officer will be responsible for submitting budget proposals, guiding the implementation and evaluation of counter-terrorism programs, and liaising with various stakeholders including national authorities and external experts. The role also involves actively participating in counter-terrorism activities initiated by other OSCE institutions and international organizations, maintaining relationships with donors, and coordinating OSCE activities with relevant international bodies. The successful candidate will be expected to prepare regular reports on anti-terrorism activities and manage a team of professional staff members, ensuring adherence to the OSCE Code of Conduct.
Duties and Responsibilities: The Senior Counter-Terrorism Officer will be tasked with a variety of responsibilities, including:
Providing comprehensive support to the Chair-in-Office, Secretary General, and participating States on all matters related to anti-terrorism.
Ensuring programming is aligned with human rights protection and fundamental freedoms.
Submitting the ATU Unified Budget cycle and related proposals, including work plans and monitoring reports.
Offering guidance on the drafting, implementation, monitoring, and evaluation of OSCE counter-terrorism programs or projects.
Identifying issues and proposing corrective actions as necessary.
Liaising with relevant parties and stakeholders, including national authorities and external experts.
Monitoring developments in thematic areas related to counter-terrorism and facilitating the dissemination of best practices.
Actively participating in counter-terrorism initiatives led by other OSCE institutions and international organizations.
Maintaining close relationships with donors and designing resource mobilization strategies for ATU projects. 1
Coordinating OSCE activities with international organizations, particularly with relevant UN bodies. 1

Required Qualifications: Candidates must possess a second-level university degree in social or political science, law, public administration, or a related field. A first-level university degree combined with at least two years of additional qualifying experience may be accepted in lieu of the second-level degree. Additionally, candidates should have a minimum of ten years of diverse and progressively responsible professional experience, particularly in human rights protection and counter-terrorism. Previous international work experience and/or experience with NGOs is essential, along with at least five years of experience in line management, directing staff in planning, organizing, scheduling, monitoring, and evaluating program activities. Demonstrated experience in fundraising and donor relations is also required, as well as a working knowledge of relevant UN bodies.
Educational Background: The educational background required for this position includes a Master's degree (second-level university degree) in social or political science, law, public administration, or a related field. Candidates with a first-level university degree may be considered if they have at least two years of additional qualifying experience.
Experience: The position requires a minimum of ten years of progressively responsible professional experience, with twelve years required if the candidate holds a relevant first-level university degree. This experience should be particularly focused on human rights protection, prevention, and counter-terrorism, with a strong emphasis on international work experience and management of teams.
Languages: Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. Knowledge of other OSCE working languages would be considered an asset, enhancing the candidate's profile for this position.
