The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) is an international organization headquartered in Vienna, Austria. Established to implement the Comprehensive Nuclear-Test-Ban Treaty (CTBT), the organization is responsible for setting up a global verification system to monitor compliance with the treaty, which prohibits any nuclear weapon test explosions. The CTBTO operates a network of 337 monitoring stations worldwide, an international data center, and conducts on-site inspections to ensure adherence to the treaty. Job Overview:
The Evaluation Planning Officer will play a critical role in the Quality Management and Performance Monitoring Section (QMPM) under the Office of the Executive Secretary (OES). This position involves preparing and revising key documents related to the evaluation function within the organization, ensuring that these documents align with internationally recognized norms and standards, particularly those set by the United Nations Evaluation Group (UNEG). The officer will provide substantive support to ongoing evaluation processes, contributing to the design, planning, implementation, coordination, and reporting of evaluations. A significant aspect of this role includes synthesizing evaluation findings into actionable recommendations through a transparent and methodologically sound process. The officer will also be responsible for forming and preparing evaluation teams, providing technical guidance, and ensuring that evaluation experts are well-equipped to perform their duties effectively. Additionally, the officer will lead the development of system-based evaluation tools to enhance evaluation practices and reporting requirements, collaborating closely with software developers to ensure optimal utilization of these systems.

Duties and Responsibilities:
The Evaluation Planning Officer will be tasked with several key responsibilities, including:
  • Preparing, revising, and contributing to the development of essential documents related to the evaluation function, such as the Evaluation Charter, Evaluation Manual, and Evaluation Frameworks, ensuring coherence with UNEG standards.
  • Providing substantive support to ongoing evaluation processes, including the design, planning, implementation, coordination, and reporting of evaluations.
  • Synthesizing evaluation findings into clear, actionable recommendations through a methodologically sound process.
  • Actively participating in the formation and preparation of evaluation teams, reviewing nominations, providing technical guidance, and offering targeted support and training.
  • Leading the development and enhancement of system-based evaluation tools, collaborating with software developers, and contributing to user manuals for optimal utilization.
  • Performing other duties as assigned by the Chief of the Quality Management and Performance Monitoring Section.

Required Qualifications:
Candidates must possess an advanced university degree in engineering, nuclear physics, geophysics, social sciences, public policy, or evaluation-related fields. Additionally, candidates should have at least seven years of relevant experience in technical evaluation, quality management, or performance monitoring, with a preference for experience in an international environment. Experience in conducting or managing evaluations in technical or scientific settings, as well as familiarity with quantitative and qualitative data collection and analysis tools, is essential. Knowledge of system analytical frameworks for operational efficiency assessment, such as ISO9001, Lean Six Sigma, or EFQM, is desirable. Familiarity with the CTBT verification regime and related elements is considered an asset.

Educational Background:
An advanced university degree is required for this position, specifically in fields such as engineering, nuclear physics, geophysics, social sciences, public policy, or evaluation-related disciplines. This educational background is crucial for understanding the technical aspects of the evaluations and the context in which the CTBTO operates.

Experience:
Candidates should have a minimum of seven years of relevant experience in areas such as technical evaluation, quality management, or performance monitoring. This experience should ideally include work in an international environment, with a strong emphasis on conducting or managing evaluations in technical or scientific contexts. Familiarity with data collection and analysis techniques is also necessary.

Languages:
Excellent oral and written communication skills in English are mandatory for this position. Additionally, knowledge of one or more of the other official CTBTO languages, which include Arabic, Chinese, French, Russian, and Spanish, is considered desirable and may enhance a candidate's application.

Additional Notes:
This position is a Short Term Appointment, initially made under a contract for a period not to exceed 364 days, subject to the successful completion of a probation period. The CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
