Job Overview:
The Associate Human Resource Officer position is situated within the HR Business Partners Division (BPHP) of the Budget, People, and Management Systems Department (BPMSD) at ADB. The role is crucial for delivering end-to-end recruitment and selection activities, supporting strategic hiring approaches that align with the workforce needs of client departments. The officer will act as a representative on selection panels, ensuring compliance with recruitment policies and maintaining the integrity of the hiring process. This position requires collaboration with various departments to implement HR initiatives and policies effectively, particularly in talent attraction and acquisition. The officer will also be responsible for advising client departments on recruiting strategies, facilitating job advertisements, and leading selection panels, among other duties.

Duties and Responsibilities:
The Associate Human Resource Officer will have a comprehensive set of responsibilities, including advising client departments on recruitment strategies, facilitating job advertisements, and assessing placements through various media. The officer will lead selection panels in partnership with client departments, ensuring adherence to ADB recruitment policies. Responsibilities also include reviewing and pre-screening job applications, coordinating with hiring managers for shortlisting, and participating in panel interviews. The officer will manage the entire selection process, including conducting due diligence checks, preparing salary comparisons, and issuing formal offers to selected candidates. Additionally, the officer will respond to inquiries regarding recruitment procedures, maintain accurate candidate records in the Human Resource Management System (HRMS), and prepare personnel announcements for staff movements. The role also involves monitoring recruitment actions and participating in talent acquisition initiatives and special projects as assigned.

Required Qualifications:
Candidates for the Associate Human Resource Officer position must possess a Bachelor's degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or a related field. A minimum of 5 years of relevant work experience in human resources management is required, along with a solid understanding of HR policies and procedures. Experience in conducting structured and competency-based interviews is essential, as is a working knowledge of interview techniques and applicant screening methods. The ability to establish effective working relationships and review business processes to introduce efficiency measures is crucial. Proficiency in HRMS and personnel database systems is also required, along with excellent written and verbal communication skills in English.

Educational Background:
