Job Overview: The Programme Analyst position is crucial for the effective implementation of the UNDP Country Programme in the area of Governance. Reporting to the Deputy Resident Representative, the Programme Analyst will collaborate with various teams to ensure timely and prioritized support for the country programme. This role involves leading policy development, strategic planning, and partnerships for new programme areas, as well as overseeing project design and monitoring. The Programme Analyst is expected to develop innovative solutions while ensuring compliance with UNDP standards and quality assurance. The position also requires occasional travel within Timor-Leste for project monitoring and field visits. The Programme Analyst will work across multidisciplinary teams to enhance collaboration and achieve strategic goals, ensuring that gender equality and women's empowerment are integrated into all aspects of programming.
Duties and Responsibilities:
Provide strategic direction and management of the country programme in Governance, leading project design and ensuring alignment with UNDP's strategic goals and country needs.
Conduct analysis of the political, social, and economic context to inform programme planning and reporting.
Promote innovation and identify development solutions to enhance programme impact.
Monitor programme environments and adjust strategies based on results and lessons learned.
Ensure gender mainstreaming in all programmes/projects and uphold corporate gender equality commitments.
Oversee project compliance with UNDP policies and quality assurance standards, including annual work planning and reporting.
Manage team performance and ensure alignment with corporate and regional KPIs.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in Public Policies, Law, International Development, Public Administration, Social Sciences, or a related field. A first-level university degree (Bachelor’s) combined with additional qualifying experience may be considered. Professional certification in programme or project management (e.g., PRINCE-2, MSP) is advantageous. Candidates should have a minimum of 2 years of relevant experience with a master’s degree or 4 years with a bachelor’s degree in policy or programme managementadvisory services focused on Governance. Managerial experience in a supervisory role for at least 2 years is required, and prior experience in a UN Agency or international organization is preferred. Knowledge of UNDP policies and procedures is desirable, along with demonstrated ability in people management and working with diverse teams.
Educational Background: An advanced university degree (master’s degree or equivalent) in relevant fields such as Public Policies, Law, International Development, Public Administration, or Social Sciences is required. Alternatively, a first-level university degree (Bachelor’s) with additional qualifying experience may be considered. Professional certification in programme or project management is a distinct advantage.
Experience: The position requires a minimum of 2 years of relevant working experience at the national or international level in providing policy and/or programme management advisory services, particularly in Governance. Candidates with a master’s degree should have at least 2 years of managerial experience in a supervisory role, while those with a bachelor’s degree should have at least 4 years of relevant experience. Experience in a UN Agency or international organization is advantageous, as is a proven track record in policy development processes and people management.
Languages: Fluency in English and Tetum is required for this position. Working knowledge of Portuguese is considered an advantage, enhancing communication capabilities within the diverse linguistic context of Timor-Leste.
